Fonctions

Primary objective of the job:

To coordinate program activities and oversee the monitoring and evaluation component of the Digicel Foundation Teacher Training Initiative in supporting the delivery of services to teacher trainers and teachers.
Building a strong evidence base, the incumbent will:
Work alongside key programming staff to implement the program and M&E plan ensuring that data is collected, analyzed and used systematically within program design, implementation and review and shared widely with key stakeholders.
Ensure that trainers and teachers have the tools and skills to effectively incorporate monitoring, evaluation and accountability activities into all areas of their work.
 
Assist in the development and publication of a program manual and guide

Main Duties and responsibilities:

Promote effective training of trainers and teachers
Understands clearly and does not negotiate black-out dates of group trainings during annual summer sessions.
Manage planning and communications to successfully implement program such as reservations, purchases and expenses related to program effectively and in a timely manner.
Leads and implement the 20-day teacher training program, facilitating registration, transportation, lodging, meals, formal educational and non-educational activities, and all other concerns which occurs during group trainings
Develops a comprehensive activities plan and role sheet delegating activities and responsibilities to trainers and support staff
Supervise and manage 20 teacher trainers in group and field trainings and in all expected activities in and outside the scope of the program
Engage and strengthen trainers as team leaders and exemplify as model trainers
Assist with the implementation of M&E framework to document trainers’ work, progress and results in training teachers and in the trainer’s certification program with UQAM.
Help in the application of the M&E tools in coordination with stakeholders, trainers and teachers.
Work with the stakeholders to ensure the integration of agreed indicators into the implementation approach
Ensure monitoring and evaluation of the outcomes and impact of services are delivered.
Support trainers and teachers in effective analysis derived from monitoring and evaluations reports and surveys.
Liaise and represent the Foundation well with partners as host and at meetings as expected.
Have quality reports and documentation prepared in a timely manner
Manage 20 trainers’ HR concerns such as timesheets, salaries, medical issues, performance reviews and all other needs which apply
 
Specific Responsibilities
Develop a clear monitoring plan policy with trainers and key partners that ensures proper implementation of the program and monitoring and evaluations, which includes:
Application of the agreed indicators (57 competencies for phase I / 21 competencies for phase II)
Means of verification including surveys, data collection, and studies where relevant
Frequency
Accountability and responsibility
Support stakeholders in designing and implementing baseline assessments and mapping exercises and ensure these are used within our evidence base.
Ensure that monitoring plans and activities adequately include management considerations and wider learning.
Monitor schedules and quality of monitoring activities providing guidance where necessary.
Consolidate data and evidence and ensure the timely inclusion of this into reporting.
With key partners, ensure data and analysis is adequately drawn into mid-term and end of project evaluations.
Assist with all other related activities


Qualifications Requises

• Degree in Education, Social Sciences, Statistics or other equivalent qualification. (Minimum : Bachelor Degree in social sciences with 5 years of related experience.)
• Demonstrates good judgment and leadership behavior
• Knowledge in program implementation
• Experience of using qualitative and quantitative data collection and analysis methods, including knowledge of statistical packages and information management
• Strong communication skills in working with both high level and low-level stakeholders, with excellent written and spoken French and English, Haitian Creole preferably
• Experience in drafting and producing guides and training materials for easy usage and public relations
• Experience in supervision and team management and development
• Experience of establishing strong working relationships with colleagues from different functions and cultures.
• Experience of capacity building and training
• Experience of a flexible approach to managing and prioritizing workload and multiple tasks in a paced environment with tight deadlines.
• Experience of proactively identifying and addressing issues.
• Experience in rural educational context.
• Excellent facilitation skills and experience in the use of participatory methodologies.
• Proven leadership, coordination and collaborative skills.
• Proven experience of working with multi-site projects.
• Proven experience of streamlining procedures and coordinating M&E approaches.
• Excellent interpretational, influencing and diplomatic skills including awareness of constraints while working in a complex and challenging environment.
• Willingness to conduct frequent travel and live in remote rural sites.
• Self-starting attitude, dynamic and full of initiative.
• Capacity to manage and meet performance expectations with maturity and great responsibility
• Confident and proficient in the use of MS office and data management tools.
