Introduction

Catholic Relief Services provides relief and development assistance to the poor and marginalized in more than 100 countries. CRS has been working in Haiti since 1954. In response to the January 12, 2010 earthquake, CRS and Concern developed a 6.7 Million EURO program to support integrated neighborhood development in Martissant. The objective of this programme is to improve access to housing, infrastructures, community organization, livelihoods, and WASH. CRS will be responsible for the housing and infrastructure component.

CRS is seeking the help of a senior PM, in order to take the overall leadership of this component.


Fonctions

Responsibilities:
1. Programme Management: The Programme Manager will be responsible for the management (financial, programmatic, reporting, coordination) of the initiative ensuring that the activities are implemented in a timely, cost effective, and quality manner.
2. Implementation and Programme Quality: Under the supervision of Head of Programme and with technical support from CRS Engineering and Construction (E&C) in charge of infrastructure designs, contract management, design and engineering cost estimates, prefabrication, quality assurance, and CRS HCI Coordinator, the PM will ensure the overall compliance with the donor regulations and agreed timeframe, the maximum community contribution in the construction process, and will prepare internal and donor reports.
3. Coordination and representation: The PM will be the focal point of the programme ensuring effective representation and coordination with the donor, the partner and the community (and other key actors), as well as with other CRS units, such as Finance, E&C and Accountability.
4. Staff Management: The PM will supervise and monitor the work of the programme staff ensuring each staff has specific, measurable and achievable goals; and leading with performance appraisals of the staff under his/her direct supervision.
5. Monitoring and Evaluation: The PM will coordinate, plan and undertake site assessments. In conjunction with HCI Coordinator, Partner and E&C, the PM will assess the suitability of sites for housing and community infrastructure, referring to national and international standards. Working closely with Monitoring, Evaluation, Accountability and Learning manager, the PM will ensure the development and implementation of effective tools to allow planning, monitoring and learning.
6. Program Growth: If needed, the PM will support responses to growth opportunities that meet identified needs in the area. Such work may include assessments, proposal development and review, as well as networking.
7. Financial and Resource Management: The PM will coordinate with the Finance department and Management Quality teams to ensure stewardship of resources and appropriate budget management.



Qualifications Requises

- A degree in a programme management discipline including, Business Administration or related technical field, or equivalent professional experience.
- A minimum of five years in the Field of programme management.
- Ability to work in partnership required.
- Excellent communication and negotiation skills.
- Ability to write reports.
- Strong financial skills are effectively preferred.
- Proficiency with MS Office applications including Word, Excel, Outlook and MS Project
- Self-reliance and an ability to work in a challenging and demanding environment, under supervision.
- Experience in managing housing/construction a plus.
Mental / Physical Requirements:
1. Must express thoughts and ideas by spoken and written word; listen effectively.
2. Must be able to work prolonged hours in difficult area.
3. Ability and willingness to walk up and down on hilly areas.
