GOAL has been in Haiti for over 2 years and continues to support communities to recover from the 2012 Earthquake and Cholera outbreak. The programme will be focused on recovery from these twin emergencies and also begin developing a longer term development programme. The programme has three core sectors. Community Development, Economic Development and WASH. The aim is to be operational in all three sectors in Port au Prince and Gressier.
GOAL’s new Community development programme has 4 central pillars:
• Urban Planning
• Building Back Better (through training and campaigning)
• Owner Driven Household Rehabilitation (Repair, Rebuild and Retrofit including a Household Wash solution)
• Community Disaster Risk Reduction
The WASH programme continues to support households when a cholera case arises as well as supporting communities and local government to put in place more sustainable strategies to manage cholera. GOAL’s exit strategies from camp support continue to be implemented in Port au Prince.
GOAL Haiti is also laying the foundations for an economic development programme which will be a core sector in the longer term.
GOAL Haiti currently employees 93 national staff and 6 expatriates.
Fonctions
PRINCIPAL RESPONSIBILITIES:
The Logistics Manager has direct responsibility for the compound and transport functions in the GOAL Port au Prince office. The logistics manager has overall responsibility for the areas of procurement, assets, warehousing and IT. The logistics manager will be held accountable for overall service levels in the logistics department.
The logistics manager will also need to provide support to the Gressier logistics team to ensure that they are providing adequate support to the programmes in Gressier.
Transport:
Supervise the transport Officer
Collaborate and coordinate with all department managers to:
• determine specific and on-going transport requirements;
• coordinate the weekly scheduling and daily movement of vehicles and other transportation assets;
• ensure and facilitate the appropriate use, maintenance and repair of all light vehicles and trucks (private or leased), and generators; create and/or modify various systems to manage the movement of vehicles and personnel;
• keep documents current such as registration, insurance, vehicle logs, daily inspection reports, etc.; efficient maintenance of vehicles and spare parts inventories; produce monthly fuel and vehicle use reports and other reports as required for reporting purposes;
• assess, hire, train and supervise drivers;
• Act as liaison between GOAL and local government agencies and personnel necessary to keep the GOAL vehicle fleet legal and roadworthy.
• Approve all fuel requests for all vehicles in Port au Prince
Compound Management:
• Ensure expat compound and office in Port au Prince meet acceptable standards for habitation
• Ensure timely delivery or water to both Solve problems as necessary
• Ensure that cleaning staff are doing their jobs daily
Stock management / warehousing / reporting
Supervise the work of Warehouse Management
• Ensure appropriate stock management systems are in place and are adhered to by all staff involved in stock management
• Monitor the suitability of the warehousing spaces to ensure no damage to stocks. Exercise continuous risk assessment and ensure there are adequate mitigation measures in place.
• Ensure all staff are aware of GOAL’s internal procedures for stock management and control and that these controls are adhered to.
• Support the logistics officer Gressier to supervise the warehouse staff
• Liaise with programmes on schedules of distribution and other site requirements for labour assistance.
• Ensure adequate management and dispensing of fuel from the warehouse and fuel tanks
• Write the monthly logistics report
Donation in Kind Management
• To ensure that all donations in kind are fully recorded following the stock management documentation process and recorded in the stock report, the stock database and the DIK report along with full valuation.
• Liaise with programmes to produce reports on the use and distribution of DIK stocks in line with the donor requirements and respecting GOAL standards.
• Guaranteeing the full paper work in place and well classified
Asset Management
Supervise the Asset manager
• Ensure that FAR full physical counts are done every 2nd month and all appropriate updates are made.
• Ensure that all staff adheres to the asset management controls in place for the purchasing, reception and movement of assets.
• Ensure loss reports are submitted promptly with the relevant signatures, and that all records are updated with such losses and write-offs.
• Ensure that all standards and exercises for assets accountability and records are in place, and are sufficient.
• Work with Security Manager on requirements and movements of assets for emergency preparedness and contingency planning.
Customs and Importation
• Ensure speedy import of supplies through Haitian customs
• Supervise the customs broker post-vehicle importation for the process of registration and ownership.
• Ensure that GOAL always has an up to date ‘Quitus Fiscal’
IT
• Ensure that the IT officer is responding to all IT requests in both Port au Prince and Gressier offices
• Ensure that the IT officer approves the purchase of new IT equipment as meeting specifications set by IT HQ in Dublin
• Ensure that the IT officer is working directly with Digicel Haiti in order to resolve GOAL Haiti communication issues
• Ensure that the IT officer is submitting monthly the Comms_IT report and that it is being kept updated.

Qualifications Requises
REQUIREMENTS OF THE ROLE
• Prior experience in a similar position
• University degree; graduate degree desired in a relevant discipline ideally logistics
• Recognized ability to work as part of a team and to coordinate closely with other team members
• Significant experience in fleet management and logistics
• Understanding of donor policies and procedures governing the management of motorized assets and the contracting of transportation services
• Valid drivers license and clean driving record; mechanical experience and skills desired; training experience highly preferred
• Strong negotiating skills
• Demonstrated rational and logical thinking; ability to creatively and quickly find solutions to problems
• Experience in Fixed Asset and Stock management.
• Experience with vehicle import
• Proven ability to manage personnel, delegate and follow-up; must be able to “multi-task”
• Management of inventories (e.g., asset and spare part stock management)
• Fluency (writing, reading, speaking) in English, French and/or Kreyol
• Computer experience: Windows systems, MS Word and MS Excel; MS Access a plus
• Conscientious with excellent sense of judgment
