Introduction

Concern Worldwide is an Irish-based non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.
Concern has a Staff Code of Conduct and a Programme Participant Protection Policy which have been developed to ensure the maximum protection of programme participants from exploitation and to clarify the responsibilities of Concern staff, consultants, visitors to the programme and partner organization, and the standards of behaviour expected of them. In this context staff have a responsibility to the organization to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission. Concern receives a substantial amount of funding from external donors each year. Increasingly donors are introducing requirements whereby future funding is conditional on Concern ensuring that the names of any new employee or volunteer do not appear on terrorism lists generated by the European Union (List of person, groups and entities to which Regulation (EC No. 2580/2001 applies), the US Government (Office of Foreign Assets Control list of specially designated Nationals and Blocked Persons) and the United Nations (Consolidated List). Fonctions

Job Purpose: Reporting to the ACD-S, the HR Manager is responsible for coordinating the HR function for Concern Haiti, specifically dealing with and responding to the HR issues of staff, including responsibility for the recruitment, retention, welfare and development of these staff, and to ensure that policy and procedures are implemented, maintained and adhered to.


Main Duties & Responsibilities:

• In conjunction with the ACD-S, provide a comprehensive HR service to a multi – disciplinary work force based in Concern Haiti.

• Together with managers, identify future manpower needs for each programme/field/department

• Assist management to draw up relevant job descriptions and advertisements.

• Coordinate the recruitment, selection and appointment of staff, including sourcing candidates, advertising of all roles, short-listing applications, interviewing candidates, compiling contracts and reference checking.

• Coordinate the issuing and management of contracts and probationary periods

• Remain up to date with new labour legislation in Haiti and provide briefings and updates to line managers on new procedures and legislation as necessary

• Coordinate the organisation and delivery of induction training for new staff based in Haiti, ensuring all necessary information and forms are filled out by new employees

• Provide a proactive advisory service on all HR issues and practices to both staff and management.

• Liaise with the Finance department to deal with salary queries and payroll issues

• In conjunction with Senior Management Team and Finance, coordinate the administration of end of year salary reviews to include issuing of salary letters for all staff and filing of letters.

• Deal with employee relations issues, grievance and disciplinary proceedings, providing advice and guidance where necessary to both staff and management

• Regularly liaise with the Staff Representative Counsel regarding new policies & procedures and issues or concerns they may raise on behalf of Concern Haiti Staff.

• Research, write and implement new employee policies and procedures, ensuring they are in line with those issued by Head Office and Haitian Labor Law. Manage and update the Staff Handbook as necessary. Ensure new employees are familiar with all Concern employment procedures and the contents of the handbook, and, ensure updated version of the handbook is circulated to all staff on an annual basis.

• Coordinate the annual PDR process, ensuring that all managers carry out staff reviews in a timely and efficient manner and that all staff have a thorough understanding of how the process works and why Concern uses it

• In conjunction with the ACD-S and relevant managers, annually review the PDR process and implement recommended and agreed changes.

• Following the PDR process, conduct training needs analyses to identify key training needs in Concern Haiti. Recommend and organize training as appropriate.

• In conjunction with Finance, monitor the annual training budget ensuring it is spent in the most efficient and appropriate manner and that any over spends are kept to a minimum and justified.

• In conjunction with the ACD-S coordinate the roll out of new HR policies and initiatives, or non-HR policies that HR have taken a lead role in (for example P4 and Equality).

• Management, administration and coordination of annual leave, sick leave, compassionate leave etc and production of statistical reports on leave and absence rates in Concern Haiti

• Coordinate and administrate the Concern Haiti Health Insurance Scheme

• Undertake specific projects as required


Qualifications Requises

• Bachelor’s Degree with a minimum of five years of relevant experience and professional HR experience in human resource management, including recruitment and personnel management required.

• 2. Thorough understanding of Haitian labor laws.

• 4. Demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly; and experience in conflict resolution.

• 5. Ability to competently assess priorities, manage a variety of complex activities simultaneously in a time-sensitive environment and meet competing deadlines.

• 6. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff.

• 8. Excellent organizational skills and attention to details.

• 9. Excellent oral and written communication skills in English, French and Creole.

• 10. Ability to handle conflict management and to anticipate potential sources of conflict between employer and employees and suggest solutions.

• 11. Solid computer skills with proficiency in word processing, database management, and spreadsheet programs, especially Microsoft Office.
