Introduction
CHILD SAFEGUARDING
Level 1 -The responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
Fonctions
The Program Manager has overall responsibility for ensuring high quality program delivery and a safe and effective presence of Save the Children in the field location. S/he ensures that SCs project activities in the field site are carried out effectively and safely. S/he supervises the project implementation in the field location and ensures that the programs are of good quality and perform sound financial management. S/he maintains effective relationships with all other key players in the area (NGO, UN and Governmental) to ensure effective coordination of activities and ability to implement. S/he is responsible for office management, oversight of all programs, and security of SC facilities and assets in the locality.
KEY AREAS OF ACCOUNTABILITY
Program Implementation
• Supervises sectoral Coordinators based in the field site, providing programmatic and managerial guidance and support, and ensuring effective communication and coordination between programs including ensuring integration where appropriate.
• Visits program and ensures appropriate implementation of grants and review. Confirm information is correct, contributes to narrative and financial donors reports.
• Ensures adherence to program quality control with regards to program implementation and refers to technical advisors for technical knowledge and inputs.
• Coordinates program start-up workshops and grant opening workshops and ensures that the sectoral Coordinators develop and use program management tools (BVAs, program implementation, procurement plans, reporting schedule, etc.).
• Ensures that sectoral Coordinators and technical staff are working towards reaching synergy among the programs.
Field Office Operations
• Oversees logistics and other operational aspects of the office.
• Helps to ensure that the vehicle fleet meets the needs of the field office and programs and supports the implementation of cost-effective fleet management practices.
• Oversees all ordering and purchasing and ensures that the transactions follow SC policies and procedures and are within the budget limits.
• Oversees all supply chain management, transport, warehousing and data reporting.
Human Resource Management
• Ensures staff awareness and adherence to HR policies and procedures and seek arranges appropriate training programs to develop staff capabilities.
• Ensures that sound performance management systems are in place in the FO and performance evaluations are carried out according to SC procedures.
Grant and Donor Management
• Ensures that donor reports and proposals are accurate and completed in a timely manner, facilitate, organize donor and other visits appropriately.
• Ensures sound financial management for all programs operating from the field office (review expense reports, review Budget Versus Actual (BVA) reports) and provides support to the Program Coordinators.
• Ensures correct charges of expenses and adherence to SC financial procedures.
• Serves as budget holder for grant funds allocated to Field Office.
Program Development
• Participates in designing and setting the program strategy for Save the Children in Haiti with particular responsibility for Field Office.
• Supports program design as needed assuring integration and coherence with overall SCI operational and programmatic strategy.
• Oversees the establishment of effective program monitoring and evaluation procedures that ensure accountability and make improvements.
• Collaborates with Program and Finance units to ensure that program implementation and spending is on track.
Representation/Communication
• Ensures effective representation and coordination with government, local elected, communities, and NGO partners and represents Save the Children in a professional manner
• Communicates meeting discussions and outcomes to Program Coordinators and Field Office staff.
Security
• Maintains effective implementation of security guidelines and reporting, and is responsible for ensuring that safety and security guidelines and regulations are adhered to by staff.

Qualifications Requises
EXPERIENCE AND SKILLS
• Bachelors Degree in a related field, masters degree preferred;
• At least seven years related experience;
• Minimum five years progressive managerial experience with international humanitarian assistance programs.;
• Solid track record of supervisory and managerial experience;
• Excellent communication skills (both oral and verbal);
• Written and verbal fluency in French and English
• Able to live and work in a challenging environment;
• Ability to work effectively in culturally diverse environments.
