Introduction

The Controller will work closely with the different project team, and partners to identify and address CMMB and facility-level capacity gaps in financial management and compliance. S/he will serve as the overall point person for compliance. S/he will work with finance team members and program staff to provide financial and compliance capacity building at CMMB and affiliated sites. The incumbent will support relevant trainings in the field of program/finance compliance and will conduct systematic compliance reviews for the different projects at CMMB. The Controller reports to the Finance and Compliance Manager


Fonctions

Key Duties and Responsibilities:
The Controller is responsible for coordination and management of the finance/program compliance activities. His/Her main responsibilities will be but not limited to:

• Receiving & reviewing CMMB, OCB and health facilities Monthly Financial Reports for compliance with donor requirements.
• Ensure posting of financial information in MIP and reporting on a timely basis
-Confirm financial transactions for all projects are inputted in the accounting system
-Perform weekly review of financial transaction for accuracy
-Participate in report documents compilation.
-Post transactions and participate in the reconciliation of GL accounts.
• Proactively follow up with the Local Partner: OCB and Treatment facilities to address outstanding issues on finance and compliance to ensure that they are followed up on a timely version.
• Strengthening the Local Partner: OCB and Treatment Facilities' compliance and finance capacities to enhance sustainability of the program through trainings and Onsite Visits.
• Providing communication and constant contact with the OCB, Health Facilities and the Project Coordinators to address program compliance issues affecting the OCB and Health Facilities
• In collaboration with the Program Managers identifying systematic failures at the OCB and Heath Facilities in terms of Compliance & Finance operations and proposing corrective action to enhance sustainability of the program.
• Providing Technical Assistance to the OCB and health facilities through site visits
• Participating in program meetings as assigned
• Preparing quarterly reports to show expenditures, budget status for the implementing OCB and health facilities
• Ensuring that all the compliance visits are planned for and implemented within the stipulated period in the work plan.
• Actively participate and share innovative ideas with the Program managers on program performance.
• Assist in program implementation activities as needed.


Qualifications Requises

• Analytical/problem-solving skills.
• Attention to detail, and be able to perform multiple tasks, often under stressful work-situations/deadlines.
• Strong interpersonal, motivational and communication skills
• Ability to travel on short notice

Basic Qualifications:
• Certified Public Accountant
• Knowledge of donor practices and USG accounting for grants and/or cooperative agreements (USAID/CDC) or other relevant field preferred
• Prior experience of at least 3 years supervising finance staff for complex, multi-year programs
• Experience working on USG and other donor-funded programs
• Exceptional problem solving, analytical and interpersonal skills required.
• Demonstrated analytical skills to identify cost-effective practices within projects.
• Experience in training personnel on financial management
• Advanced Word, Excel and PowerPoint skills.
• Fluency in French, Creole and English
