Introduction

Background: The Pan American Development Foundation (PADF) through Leveraging Effective Application of Direct (LEAD) Investments is implementing a four-year program focused on developing Haitian small and medium-scale enterprises (SME) capabilities, building wealth, creating jobs, growing and contributing to the geographically more diversified and balanced socio-economic development in three distinct trade corridors of the country. The three corridors include St. Marc and Cap Haitian primarily, and Port-au-Prince secondarily.
LEAD will coordinate and manage an SME competition whereby those who apply and win will get grants which will be leveraged with third-party investors and lenders in the three regions. The objective is to create jobs, particularly with women and the handicapped, and wealth among SMEs. The program will emphasize the U.S. Government’s (USG’s) priority sectors including construction and infrastructure, the garment industry, storage/warehousing, logistics, transportation, alternative energy, agricultural production and processing, and information technology sector.
It is within the above context that LEAD is recruiting a Monitoring and Evaluation (M&E) Specialist. The primary duties of the M&E Specialist will be to execute the M&E plan in accordance with USAID requirements, complete sectorial analyses, and review and increase effectiveness of M&E activities.

Fonctions

Specific Duties include:
• Execute the existing M&E plan, including PMP and PIRS components;
• Draft and submit quarterly and annual reports to the donor, USAID;
• Assess effectiveness of the M&E plan to inform management decisions on plan revisions;
• Collaborate and work with project partners and participants to collect data;
• Perform quantitative and qualitative data analysis to compare planned/projected versus actual results;
• Ensure harmony between all M&E documents and all other project timelines, goals, and documents;
• Liaise with LEAD personnel to ensure collective understanding and maximum effectiveness;
• Periodically liaison with the USAID Mission M&E officer to assure harmony with reporting on agreed upon indicators;
• Oversee and coordinate all M&E activities, including those with outside contractors;
• Present relevant M&E findings to inform management and educate stakeholders.


Qualifications Requises

• Bachelor’s degree in statistics, international development, economics, or a related field. Master’s degree strongly preferred;
• Five years of relevant professional experience;
• Demonstrated M&E expertise in USAID projects;
• Experience in USAID M&E requirements;
• Proficiency in French and English required. Creole desired;
• Good interpersonal relationships.
