Introduction

J/P Haitian Relief Organizational (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for a Deputy Human Resources Manager based in Delmas.

The Deputy Human Resources Manager supports the Human Resources Manager with the provision of Human Resources services, policies, and programs for J/P Haitian Relief Organization (J/P HRO) including in the areas of Recruitment and Selection, Performance Management, Training and Development; Compensation and Benefits Administration and Employee relations. S/he participates in the implementation of Human Resources practices and objectives that will provide an employee-oriented; high performance culture . S/he assists with the coordination and implementation of people-related services, policies, and programs .


Fonctions

Under the supervision of the Human Resources Manager the responsibilities are as follow:

 Partners with the Human Resources Manager to establish and implement Human Resources policies , procedures and programs;
 Participates in the coaching and mentoring of Human Resources staff ;
 Partners with the Human Resources Manager to provide recruitment and selection services ensuring that J/P HRO employs high caliber professionals to fill vacant positions;
 Supervises the employee on-boarding process ;
 Verifies employees attendance in preparation for the international and national employee payroll;
 Assists in the employees leaves administration process;
 Assists in the supervision of the contracts management process;
 Provides monthly Human Resources reports covering a variety of department statistics
 Assists in the roll out and implementation of the J/P HRO performance management process;
 Supports the Human Resources Manager in the establishment of the pay policy and benefits and salaries management;
 Participates in the reward and remuneration management process for J/P HRO employees;
 Leads the employee recognition and awards policy and related activities;
 Provides advice to managers on disciplinary processes and counsel employees on disciplinary issues


Qualifications Requises

 Human Resources, Business Administration, Social Sciences degree or equivalent in a relevant field
 At least 5 years of relevant experience in Human Resources
 At least 2 years of relevant experience in Haiti
 Knowledge of Haitian Labor Law is essential
 Fluency in English – Strong knowledge of French and Creole
 Excellent computer skills (MS Office), Internet
 Strong communication skills
 Excellent decision-making skills
 Organizational skills
 Detail oriented
 Strong understanding of administrative and technical aspects of HR, including confidentiality, HR systems, procedures, and recruitment
 Cross-cultural sensitivity and ability to communicate effectively with people from different walks of life
 Flexibility
