To respond to recurrent humanitarian needs in Haiti, CARE is seeking applications from eligible and experienced applicants to fill the position of Emergency Preparedness Response Coordinator. CARE Haiti currently responds to humanitarian needs in CARE’s core emergency sectors WASH, Shelter and Food Security. The coordinator must have experience in at least one of the core sectors.
The Coordinator will be responsible for ensuring preparedness and contingency planning and for supervising the execution of emergency response activities as needed.
The location of this job will be based in Port au Prince Haiti with frequent travels to support CARE staff and partners in Grand Anse, Upper Artibonite, North West, and West.
Fonctions
#1 : Lead Emergency Preparedness 30%
• Act as Emergency Team Leader in preparation and contingency planning and ensure Emergency Response Team has the knowledge and tools needed
• Lead emergency preparedness trainings and review/update CARE;ss Emergency Preparedness Plan regularly
• Update/Review as needed post disaster assessment formats to ensure information collected meets the needs of CARE and its partners
• Ensure CARE’s Emergency Response Team is trained on the said formats
• Ensure Emergency Response procedures are in place and updated during preparedness phase.
• Work with sector coordinators in deciding the need/scale of contingency stocks
#2 : Management/Coordination of Emergency Response 30%
• Coordinate the collection and reporting on assessments
• Acts as Emergency Team Leader or Deputy Team Leader in emergency response (depending on the scale of the response)
• Supervise emergency project managers if response is needed
• Develop situation reports, proposals and follow up reports as required
• Ensure adequate management of Human Resources, Logistics and Financial resources according to CARE policies and core values, and to meet donor regulations.
• Ensure gender and protection is integrated into all aspects of emergency response in collaboration with the Gender Advisor/Gender Focal Point
#3 External Representation and Partnerships 15%
• Represent CARE at relevant meetings and working groups throughout the year
• Represent CARE with donors, stakeholders and partners during emergencies
• Develop networks throughout country with local civil society groups, community based organizations, NGOs and government counterparts for better understanding and quicker response during emergencies
• Develop partnerships with civil society, NGOs, etc for coordinated emergency response including identifying implementing partners.
• Liaise with CARE International and ensure Haiti is well placed to respond and has the support of the relevant CI units
#4 Ensure quality of the interventions 20%
• Ensure Humanitarian Accountability & Sphere guidelines and principles are respected and applied
• Coordinate with the Quality and Learning Unit to contribute to the development and updating of M&E systems for the emergency response projects
• Coordinate with Sector Coordinators to ensure a strategy exists in each sector and at country office level for operating during emergencies (for example slowing down the development programs and accelerated emergency response, using both development staff and the emergency staff in response, etc)
• As part of preparedness phase identify gaps in the development programs and ensure the emergency projects fill those gaps and do no harm to long term empowerment activities
• Coordinate with the Gender Advisor to ensure the needs of men, women, girls and boys are considered and appropriately addressed during emergencies and protection measures are in place.

Essential Education, Qualifications & Experience Required:
• Degree in (humanitarian aid, social sciences, engineering, community development, water management, agriculture, urban planning, public health, or other.)
• Experience in Monitoring and Evaluation in emergencies including assessments, data management and reporting
• At least two years practical experience working in development or emergency for an national or international NGO
• Excellent written and spoken English and French
• Ability to assess problems and recommend solutions
• Planning, organizing and time management skills
• Proposal or report writing skills
• Excellent computer skills, including Microsoft Word, PowerPoint and Excel
• Familiar with the project management cycle
• Familiar with logistics and administrative processes
• Familiar with Humanitarian Accountability Principles & Sphere guidelines
• Familiar with Gender in Emergencies (Completion of IASC Gender in Emergencies online course a plus)
