Program strategy development and planning
• Contribute to the definition of a clear set of goals and objectives for programming.
• Assists in the preparation of program papers and periodic reports.
• Collaborates with Meal Officer Humanitarian coordinator and humanitarian officer to support program development.
Qualifications Requises
PRIMARY RESPONSIBILITES
Develop grants related to livelihood programs and related activities from conception to approval, & manage the assigned grant portfolio
1.Liaise with partners from targeted municipalities and provide support in the preparation and implementation of program plans as appropriate to each partner;
2.Ensure synergy among livelihood program and other program in our geographical area of intervention
3.Identify, develop, and write grant proposals for projects and programs
4.Participate in the Grant review Process
5.Conduct regular accompaniment, monitoring visits, follow up, and evaluation of grants, analyze projects, and recommend appropriate actions as necessary
6.Prepare written reports of monitoring visits and evaluations
7.Ensure the follow up and timely submissions of reports by project partners as required per grant.
Program reporting & updating
1.Prepares information for agency reporting requirements including program monthly update, grant mid-year & annual reports, M&E, & impact assesssment in line with the program-level MEL systems
2.Ensures team is updated on key issues & events arisen from relevant grant & non grant work
3.Maintains updates & communications with specific donors.
M&E & Accountability
1.Ensure the program complies with the agreed M&E & impact assessment plan & schedule.
2.Monitor and support self-audits of ongoing projects, including the fulfillment of agreements with partners (delivery of reports, revisions of agreements, use of budget balances, etc)
3.Review narrative and financial reports submitted by partners and complete internal procedures (budget report summary forms, etc)
4.Plan and co-ordinate Project and program reviews audits and evaluations, in collaboration with colleagues and partners (develop terms of references, contract consultants/auditors in consultation with partners, prepare visits and meetings, etc.)
5. Prepare reports of field visits and meetings with partner organizations
6.Promote learning agenda within program initiatives and projects helping to identify articulate disseminate and incorporate learning into future programming.
Representation:
1.Participate in affiliate initiatives and meetings where relevant
2.Develop & manage primary working relationships with external partners & allies , including governmental units or individuals, as relevant to the program
3.Contribute to management of the significant donors, including participating & hosting donor visits.
4.Other duties as assigned.

QUALIFICATIONS
Required
Education : Bachelor’s degree in social sciences, or equivalent experience.
Experience and core competencies:
•3-5 years of practical experience in developing countries in appropriate livelihood program programs
•Experience in team coaching and technical support
•Good capacity to live in community
•The ability to travel and word in difficult circumstances
•Proven analytical and planning skills and the ability to think strategically
•Good reporting skills
•Flexibility
•Diplomacy, tact and negotiating skills
•Excellent written and spoken French and Haitian creole essentials
Preferred:
Good command of English
Familiarity with Oxfam International procedures.
