Introduction

The purposed of the Parliamentary Strengthening Program for Haiti (Haiti PSP) is to work collaboratively with the Haitian Parliament to build capacity and support relationship building with constituents.
The M&E and Reporting Officer will contribute to the design, management, and implementation of monitoring and evaluation activities for PSP. S/he will also support all reporting efforts, including weekly and quarterly reports, as well as responses to requests for information from Parliament or USAID.


Fonctions

The M&E Specialist will perform the following functions but not limited to:
• Help develop specialized monitoring tools and data collection protocols to ensure accurate data collection and verification. Customization of these tools will include:
o Developing and maintaining monitoring database modules for quantitative data on all relevant indicators.
o Conducting data quality assessments for all project indicators.
o Implementing quality control procedures for data collection.
o Developing survey instruments for Haiti PSP and designing client profile forms that will record information about developments in Parliament.
o Developing, completing, and archiving project activity evaluation forms to be completed following activities such as training sessions, workshops.
o Developing qualitative and quantitative research tools and monitoring procedures to give life and nuance to the statistics generated by the quantitative monitoring database modules on a quarterly basis (for example, focus-group discussion guidelines for Haiti PSP staff to elicit insights and recommendations from project staff, counterparts, and stakeholders).
• Assure timely data collection and that data entries are complete and accurate.
• In coordination with the DCOP and Program Officer, train technical staff and partners in M&E methods and tools.
• Ensure proper and timely use of the project database to track project progress in real time and generate reports.
• Support dissemination of program information.
• Collect information from program staff, consultants, to partners to draft weekly and quarterly reports.


Qualifications Requises

EDUCATION
University degree in related field or relevant experience.
WORK EXPERIENCE
Five years experiences working in a similar position for an NGO or an international organization is preferred. USAID funded project experience is a clear plus. Must have willingness to travel to project sites in Port-au-Prince. Must also have the ability to work effectively in a fast-paced, stressful environment. IN addition, must be flexible, willing to perform other duties and work irregular hours.
SKILLS
• Demonstrated expertise developing survey tools and collecting and analyzing quantitative and qualitative data
• Demonstrated ability to synthesize information from various sources in well-written and concise reports (in French and/or English)
• Excellent communication, (verbal and written), organizational skills and problem solving skills
• Ability to work both independently and as part of a team
LANGUAGES
• Spoken and written French and Haitian Creole required. Spoken and written English highly desirable.
