Introduction
The purpose of UMCOR’s Haiti mission is to provide emergency response, early recovery and transitional development assistance in the affected regions of Haiti. The Human Resources (HR) Manager works under the UMCOR Haiti Head of Mission to uphold the rules, policies and procedures of UMCOR and lead the HR processes to support all UMCOR Haiti programming. The HR Manager maintains and enhances the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. This is a temporary position with a contract period of up to six months.
Fonctions
ESSENTIAL FUNCTIONS:
The HR Manager supports operations in UMCOR Haiti with the highest integrity, including providing management level guidance on UMCOR’s HR procedures, ensuring compliance to Haitian Labor Law and UMCOR rules, policies and procedures and quality enforcement of UMCOR’s HR practices. The HR Manager is also expected to know and communicate UMCOR policy and procedure to staff—supporting both HR implementation and quality enforcement of HR activities. This position also requires an understanding of the proper use and handling of sensitive data, follow-through, professional communication, initiative, responsiveness, attention to detail, and effective liaison and diplomatic skills with relevant Government of Haiti authorities and other external partners and internal departments.
PRIMARY RESPONSIBILITIES:
The HR Manager’s responsibilities include but are not limited to:
• Maintain the work structure by working with managers to update job requirements and job descriptions for national staff positions.
• Maintain organization of staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection;
• Recommend changes and improvements.
• Prepare employees for assignments by establishing and conducting orientation and training programs.
• Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; counseling employees and supervisors in case of grievances.
• Maintain employee benefits programs and informs employees of benefits by studying and assessing program updates and developments
• Benefit needs; recommending benefit programs to management; and directing the processing of benefit claims.
• Ensure proper work permit and other Government of Haiti documentation for international staff
• Track national staff contract start and end dates and alert manager of contract expiration in advance
• Support nationals staff administration of regular procedures such as monthly timesheets and leave requests
• Ensure legal compliance by monitoring applicable human resource Government of Haiti requirements.
• Fully understand Haitian Labor Law and advise UMCOR on policy compliance
• Communication with labor board as required by Head of Mission.
• Fully understand, implement and enforce UMCOR Haiti’s policies and procedures
• Maintain national staff personnel files ensuring that all files are complete and accurate consisting of the documents listed in the UMCOR personnel manual.
• Ensure the confidentiality of the personnel files and the information contained therein are maintained at all times.
• Maintain confidential historical human resource records by designing a filing and retrieval system; keeping past and current records.
• Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
• Participate actively in senior management internal team meetings.
• Working with Finance Associate to prepare national staff payroll
• Other duties as assigned by the Head of Mission.
Qualifications Requises
Minimum of Associate Degree in Management HR Department or/and any related relevant field
5 to 8 years experience of working with NGOs, or other assistance agencies in a similar position
Computer literate and knowledge of software application
Excellent verbal communication and proficiency in oral French and Creole. English is compulsory
High degree of organizational and managing units/departments in HR
Skill in establishing and maintaining effective working relationship
Strong interpersonal skills that demonstrate a proven record of being an effective part of a team-oriented staff
Ability to work effectively and independently in a cross-cultural environment with diverse personalities and working styles.
Deep understanding and knowledge of HR in Haiti, at least 5 years experience in senior HR roles; familiarity with Haitian employment law, taxation and contracts
