Introduction

The purpose of UMCOR’s Haiti mission is to provide emergency response, early recovery and transitional development assistance in the affected regions of Haiti. The Senior Operations Manager works under the UMCOR Haiti Head of Mission to lead the related units of logistics, procurement and security to support all UMCOR Haiti programming. The procurement unit also shares reporting with the Finance Director.


Fonctions

ESSENTIAL FUNCTIONS:
The Senior Operations Manager supports operations in UMCOR Haiti with the highest integrity, including overall management, strategy, implementation and quality enforcement of the logistics team, maintenance, security, and procurement activities. The Senior Operations Manager is responsible for enforcing all of UMCOR Haiti’s operating procedures with regard to quality control, conflict of interest policies and other politics outlined in the UMCOR Haiti manuals. This position requires follow through, open communication, teamwork, initiative, responsiveness, attention to detail, and effective liaison and diplomatic skills with relevant Government of Haiti authorities and other external partners and internal departments. This position will also seek to develop the team through capacity building opportunities.
PRIMARY RESPONSIBILITIES:
• Lead overall logistic, security, procurement and other operational needs of the mission in order to meet emergency response, early recovery and transitional development programming, as well as develop mission operational capacity.
• Establish and make operational all related systems and operations to ensure the efficient and effective day-to day operations in support of UMCOR’s work in Haiti.
• Overall management and quality control for all of UMCOR’s assets as well as service and supplier contracts.
• Take initiative with suggesting to supervisor procedures for improvement of mission operations.
• Directly recruit and supervise Logistics Manager, Logistics Assistant, and Procurement Officer in line with UMCOR policies and procedures.
• Oversee the procurement department, systems and maintenance of centralized procurement activities in coordination with and reporting to the Finance Director on procurement, while evaluating UMCOR’s procurement policies/procedures and recommending changes where applicable to enhance the procurement process.
• Lead and participate in bid selection committee and monitor bid selection processes.
• Ensure all staff follow, and use uniform contracts, invitations to bid, and other related forms.
• Overall responsibility for staff, mission security briefings, protocols and procedures. Work with Logistics Manager to develop a system of regular security briefings and reinforce the mission security tree.
• Developing a consolidated supplier base in Haiti and U.S. based to meet current and future service, program and commodity needs, while analyzing and forecasting the key cost drivers and market factors for assigned commodities and services.
• Overall responsibility for negotiating and managing all contracts and agreements for assigned services and commodities; obtaining legal advice on service and contractual issues as necessary.
• Ensure all related business functions are in compliance with UMCOR’s standards, policies and procedures.
• To produce and submit monthly reports to Head of Mission and Finance Director covering unit activities.
• Produce and submit other reports on activities as requested by the Head of Mission or Finance Director.
• To participate and be the lead contact with related UN cluster meetings, ACT Alliance Security meetings and other relevant security or operations coordination groups.
• Focal point for Government of Haiti NGO registration, including leading the process of updating NGO documents and knowing what other government documents are needed for NGO operations in country.
• Participate actively in senior management internal team meetings.
• Track and monitor inventory for the Port au Prince and Cabaret offices and international staff residence.
• Other duties as assigned by the Head of Mission.


Qualifications Requises

Qualifications required
 University degree of Management/Gestion
 5 to 8 years of working with NGOs or other non-profit agencies
 5 years of experience minimum of work in managing Operations  Good knowledge of Microsoft Excel and Microsoft Word and other software application
 Capacities of reading, writing and to speak usually Creole, French and English  Able to work in a team.
