Introduction
To work and support the PMER team in planning, monitoring, evaluation and reporting in compliance with the International Federation and donors requirements in Haiti. To ensure and support self-capacity development to be able to integrate into the Host National Society’s PMER structure.
Fonctions
1) Work in the PMER unit to manage planning and reporting related issues from the different departments of the IFRC and HRC teams
2) Work closely with the Disaster Risks Management (DRM) department to ensure timely collation of information and data for better analysis and reporting
3) Work with the DRM department to ensure timely production of quality reports to the secretariat and donors
4) Build, maintain knowledge, understanding and use of the IFRC planning, monitoring, evaluation and reporting systems and procedures
5) Support the Haitian Red Cross (HRC) reporting team in data collection and verification for the Federation-wide reporting
6) Ensure the IFRC reports tracking system are up-to-date
7) Work closely with the PMER Coordinator and the Reporting Delegate for self-capacity development in planning, monitoring, evaluation and reporting
8) Collaborate with programmes focal points to ensure that they report against established indicators as highlighted in the plan of action
9) Work closely with the programmes focal points of the Host National Society to ensure planning, monitoring, evaluation and reporting procedures and standards are followed during life of a project/programme
10) Work closely with the finance department to ensure that the narrative reports are aligned to the relative financial reports
11) Assist to manage the PMER data base in liaison with the Reporting Delegate
12) Ensure that progress tracking tools (ITT) of the DRM, Health department and other units are regularly updated with accurate and reliable data
13) Participate in on-the-job capacity enhancement on PMER related topics
14) Support the PMER team in organizing and facilitating PMER trainings/workshops for National Society and secretariat staff
LATERAL RELATIONSHIPS:
1) Ensure effective working relationships with IFRC staff and National Society counterparts.
2) Ensure effective working relationships with technical teams and services units and departments in the Haiti Delegation and the Host National Society
ACCOUNTABILITY:
1) To ensure efficient and effective management of Federation resources in the operations/programmes under responsibility.
2) To ensure compliance with Movement and International Federation policies and secretariat management policies, procedures, processes.
3) To seek policy advice and guidance from other PMER team members as required.
Duties applicable to all Staff
1. Actively work towards the achievement of the Secretariat’s goals.
2. Abide by and work in accordance with the Red Cross/Red Crescent principles.
3. Perform any other work related duties and responsibilities that may be assigned by the line manager.
Qualifications Requises
EDUCATION/QUALIFICATION
Relevant university degree or equivalent qualification
Relevant advanced university degree (Masters or equivalent) or equivalent qualification
EXPERIENCE
1 to 2 years reporting experience
1 to 2 years monitoring experience
1 to 2 years project planning experience
1 to 2 years experience in large complex operations
Familiarity with current IFRC standards and guidelines
Acquainted with International Federation policies, procedures and systems
Work experience at international and/or national level and/or volunteer experience in the RC/RC
SKILLS/KNOWLEDGE
Sound writing skills in English and French
Excellent communication skills
Good analytical skills and solution focused person
Demonstrable accountability
Ability to work well in a multicultural team
Excellent stress management skills
Self-supporting in computers (Windows, spreadsheets, word-processing, email, etc.)

Fluently spoken and written English and French
