Introduction
RTI International is an independent not-for-profit organization dedicated to conducting innovative, multidisciplinary research and programming to improve the human condition. With a worldwide staff of more than 4,000 people, RTI was founded in 1958 by universities in North Carolina as the first scientific organization in and the centerpiece of its Research Triangle Park. In the international education sector, from our longstanding work in post-apartheid South Africa to innovative work in Early Grade Reading Assessment (EGRA), including recently in Ethiopia, RTI works to improve education quality, relevance, access, and efficiency around the world. RTI is recruiting candidates for a USAID education program in Haiti (TOTAL). The main activity will be to design and implement a G1-3literacy program (curriculum and supplementary materials) in Haitian Creole and French, then to evaluate the effectiveness of key components of that program.
Fonctions
The Senior Reading Education and Teacher Training Specialist will oversee Haitian Creole and French curriculum development teams and guide the development, review, and implementation of these programs within G1-3 classroom. This person will also coordinate with community mobilization efforts in a subset of ToTAL schools. In addition, s/he will oversee the development of teacher, coach, and supervisor training materials and support the implementation of a large complex program of in-service teacher training. This will require organizing, managing and supporting technical teams and external technical assistance. Collaborations with government and other stakeholders will be critical to success and involve capacity-building for local staff and government counterparts.
Essential Job Functions:
• Provide technical leadership and quality assurance in the design, implementation and evaluation of a literacy curricula and supplementary materials in Haitian Creole and French
• Be knowledgeable of and communicate current research on reading results and adaptive program design based on that research
• Oversee technical staff and education specialists in all technical areas
• Collaborate with subcontractor responsible for technical activities such as coaching and community mobilization, to assure a high level of performance and integration with the project
• Collaborate with the Haitian Ministry of Education and non-ministry stakeholders to aid in the process of reading program and assessment design and implementation
• Build partnerships with education institutions that can contribute to the creation and delivery of teacher professional development
• Manage technical aspects and implementation of professional development programs that leads teachers to achieve high levels of competency
Qualifications Requises
• Six years of experience in primary-level literacy program or curriculum development
• A Master’s or higher degree in education or a related field
• Experience working with NGOs and on donor-funded programs
• Primary school education experience in Haiti, including knowledge of reading instruction and bilingual education
• Experience designing programs based on assessment
• Experience managing large teacher training programs
• Experience working collaboratively with ministry counterparts
• Fluency in French required, fluency in English and/or Creole highly desirable
