Introduction
The Senior Procurement Specialist is responsible for accurate purchase order processing, either within the framework of established IQC’s or by utilizing tender or direct negotiation procedures. (S)he is also responsible for tracking of all SCMS Haiti commodity orders.
The Senior Procurement Specialist monitors the actual service level of vendors, coordinates inquiries for quotations, and manages the RFP processes. He or she takes part in the evaluation of vendor proposals and documents all relevant information necessary to obtain PMO and USAID approval prior to ordering in accordance with the SOP’s and the Federal Acquisition Regulations (FAR).
The Senior Procurement Specialist works collaboratively with the Country Director and other staff to fulfil his or her responsibilities.
Fonctions
1. Execute the procurement process in compliance with the Federal Acquisition Regulations (FAR) of the US government and PFSCM Standard Operational Procedures (SOPs) and work instructions.
2. Keep track of drug registrations, pending registrations and regimen recommendations. Report on implications for procurement decisions.
3. Collect, compile and maintain all original files for all commodity supply plans from quantification and supply planning advisor and other sources.
4. Coordinates regularly with SCMS HQ regarding procurement policies, process and procedures and report any difficulties encountered in the fulfillment of the procurement requirements in Haiti.
5. Coordinate closely with Senior Staff to ensure rational and timely procurement of ARVs, OI drugs, RTKs, and laboratory commodities and other HIV/AIDS and other endemic diseases-related commodities, as required.
6. Manage efficient and effective relationships with suppliers.
7. Maintain a comprehensive supplier database.
8. Initiate, liaise and follow up with headquarters on RFQ’s, IQC’s, FPR’s, FPQ’s, SO’s, and PO’s and all other documents belonging to this process.
9. Determines the best method of purchasing items within Geo Code restrictions. Confirm the source and origin of received goods. Ensure approvals are received for restricted commodities prior to purchases.
10. Participates in training, along with other MSH/SCMS staff in both MSH’s procurement processes and in regulatory and/or contractual requirements such as restricted commodities, Geo Code restrictions, competition requirements, etc.
11. Tracks status of procurement activities, and provides on-going feedback to project and office staff on next steps. Continues tracking throughout the process, up to and including delivery of goods to final destination. Ensures that procurements are entered into the Procurement database.
12. Prepares and / or adheres to current tools and templates for Procurement activities, in accordance with SCMS and MSH policies and donor regulations.
13. Ensures purchase order information is accurately maintained in the central MIS system.
14. Production of monthly and quarterly reports of procurement actions and status, using web-based SCMS shipment and financial tracking software (CRM, ORION).
15. Participate with the Operations Manager and Forecasting and Demand Planning Specialist in product recall initiatives.

Qualifications Requises
1. Minimum of five years professional experience in procurement of equipment and consumables essential. Experience with procuring medicines, medical equipment, laboratory reagents and consumables strongly preferred;
2. Experience and understanding of the Federal Acquisition Regulations (FAR) of the US government desired;
3. Analytical capacity and insight into complex business processes in the industry;
4. Knowledge of international Quality Standards such as GMP/GDP and Regulatory affairs;
5. Experience in and knowledge of transport systems and international logistics;
6. Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds;
7. Demonstrated effective negotiations skills;
8. Self driven with a high sense of quality, accuracy, efficiency and is able to meet tight deadlines;
9. Strong representational and interpersonal skills;
10. Fluency in oral and written English and French;
11. Strong computer skills, including sound knowledge of Windows and Microsoft Office applications including; Outlook, Word, Excel and Power Point;
12. Experience in HIV/AIDS related activities and working with US government funded projects an advantage;
13. Ability to travel within Haiti and internationally, if needed
