Introduction
The Senior Trafficking in Persons and Advocacy Specialist will work under the supervision of the AKSE Chief of Party for the USAID-funded Protecting Children, Women and Youth Project. S/he will serve as a technical expert on trafficking in persons (TIP) and human rights advocacy and provides overall direction and guidance to all aspects of the project’s work focused on reducing trafficking both within Haiti and across the Haiti – Dominican Republic border. S/he leads the design and development of strategies and activities that ensure accomplishment of the program’s objectives and results related to trafficking. S/he develops related approaches to working with various levels of government, civil society and international actors developing partnerships to combat trafficking. S/he will build the capacity of civil society organizations on trafficking in persons issues and ensure that TIP activities reaches all AKSE target groups with multiple field interventions

Technical Direction
Provide technical expertise, advice, quality assurance and support for the trafficking in persons (TIP) aspects of the project (implemented directly or by partners), ensuring they are of high quality with reliable data and oucomes.
• Develop the TIP strategy for the AKSE project, specifically focusing on border areas.
• Work with and train the GOH actors and other local organizations mandated to protect women, children,youth, and persons with disabilities. Provide training and capacity reinforcement to organizations that offer Family Tracking and Reunification (FTR) services within their communities.
• Provide advocacy for TIP/human rights through leadership or representation with relevant government institutions such as the Ministère des Affaires Sociales et du Travail (MAST), the Institut du Bien Etre Social et de Recherches (IBESR),the Office du Protecteur du Citoyen (OPC), the Brigade de Protection des Mineurs (BPM), the Ministère à la Condition Feminine et aux Droits de la Femme (MCFDF), the Bureau du Secrétaire d’Etat à l’Intégration des Personnes Handicapées, and other local NGOs.
• Build linkages with national organizations to enhance information sharing, dissemination and exchange of best practices and develop joint advocacy intiatives.
• Lead the development of Terms of References (ToRs) for Requests for Assistance (RFAs) inviting proposals in the trafficking in persons area.
• Lead/supervise development or identification of capacity-building content related to trafficking in persons.
• Provide guidance, training and mentoring to support quality program implementation
• Develop materials that are technically sound that meet the specific training needs of partners across a variety of sectors and level of experience on trafficking.
• Supervise the elaboration and dissemination of documents on best practices to combat trafficking. Assess/support technical work of partners and support their professional development
• Represent AKSE in meetings, conferences, and workshops on initiatives related to trafficking in persons, human rights and governance in general.
Program Monitoring, Reporting, Learning, and Innovation
• Contribute to the development of rigorous monitoring and evaluation tools, information management, and reporting systems that will be applied to AKSE’s TIP sector.
• Track and document implementation of the TIP aspects of the program strategy.
• Visit project activities and partners and coordinate with grants management staff to ensure implementation and spending are on track and contributing to AKSE TIP’s objective and results. Support efficient, accurate, and clear reporting on the program
• Support field teams to identify innovative TIP interventions and implement and document them
Support for Haiti Trafficking in Persons Strategy Development
• Work closely with government partners to identify activities, legislations, and policies, necessary to the development of comprehensive trafficking in persons strategies in Haiti.
• Represent the program on national/international technical networks related to trafficking in persons and human rights.
• Coordinate and assist in strengthening better collaboration with relevant government institutions to avoid duplication of efforts in target zones of operations.
Be familiar and engaged in the on-going conversation on the anti-trafficking legislation, (Proposition de Loi sur la Lutte contre la Traite des Personnes). ,

Qualifications Requises
• A master’s degree in social sciences, such as international development, human rights, social work, public policy or equivalent qualifications;
• At least seven years of experience in the field of trafficking in persons,, human rights and/or the protection of vulnerable groups;
• Strong written and oral presentation skills including experience in designing and delivering trafficking in persons training;
• Knowledge of best practices, research and policy in the area of trafficking in persons and other related issues, such as migration, labor, and child protection;
•Experience in analyzing, designing and managing development assistance programs which have a component focused on trafficking in persons or related issues;
• Thorough understanding of the trafficking in persons and protection sector in Haiti including key actors and stakeholders;
• Good writing and communication skills in English; advanced written and spoken French is required; Haitian Creole a plus;
•Ability to travel to the border areas of Haiti and the Dominican Republic;
