Introduction

Norwegian Church Aid, an ecumenical organization for global justice formally established in 1953, has been supporting partners in Haiti and Dominican Republic for over 20 years from its headquarters in Oslo, Norway. In January 2010, NCA opened an office in Port-au-Prince to oversee the emergency intervention and provide direct support to partners in the wake of the 12 January earthquake. With a staff of 15 and an annual operating budget of approximately USD 5 million, NCA Haiti is currently working within a strategic framework covering the period 2011 – 2015. NCA has a total of eight partners in Haiti and the Dominican Republic, several of which are working on issues related to migration, the borderlands and the situation of Haitians / Haitians descendants in the Dominican Republic.


Fonctions

Norwegian Church Aid´s office in Haiti is seeking two consultants (international and local), either as a team or separately, to conduct an evaluation of one of our partner organizations in Dominican Republic. Through desk studies and interviews with central stakeholders (including focus groups with right holders), the evaluators should look at the organizations role, structure, capacity, results and impact. The evaluation must be conducted in accordance with OECD development evaluation quality standards, and the final report should provide relevant input to the partner’s new strategic plan and possibly a revised organigramme. Given the partner’s field of work, the consultants should preferably have experience working on human rights issues and with advocacy organizations.

Conduct the evaluation according to Terms of reference, including review of documents and literature, individual and/or focus group interviews, writing report, conduct feedback workshops and revise a final report
• Identify the results achieved to date in relation to expected results. Includes measuring the relevance of the corresponding indicators and assessing the impact and sustainability of the organization´s work
• Assess the relevance of strategies implemented to achieve result
• Measure the cost-effectiveness of results achieved
• Evaluate management effectiveness in achieving results, including roles and responsibilities of various stakeholders
• Identify lessons learned, risks, and issues for the coming years
• The evaluation will formulate appropriate conclusions and recommendations


Qualifications Requises

• Fluency in English and Spanish a necessity, knowledge of French and Creole is an asset.
• Proven experience in carrying out organizational evaluations, preferably with advocacy organizations, is a prerequisite
• Knowledge of and experience from working with human rights issues, preferably with peace and conflict transformation. At least one of the members of the team should have solid knowledge of migration related issues.
• Acquaintance with the insular context (Haiti and Dominican Republic)
• Knowledge of and experience from working with civil society actors
• Sensitivity to and knowledge of gender issues


Conditions particulières

The total duration of the assignment is estimated to approximately 25-35 days (for each consultant), and the field work should be carried out in the summer of 2013.
