Introduction
This role cuts across the different functions in finance to follow up and ensure regular review of finance processes to identify and make recommendations to help mitigate risks and ensure compliance. In particular the role will oversee the implementation of key policies and procedures including the Sub recipient financial monitoring policy, various donor compliance issues, implementation of audit recommendations and Capacity Building. In addition the incumbent will be the point person in finance internal control systems are in compliance with the local law, CRS and donors requirements.
Fonctions
Implementation of the Sub recipient Financial Monitoring Policy and other key policies
1. Coordinate the assessments/appraisal and ranking of all CRS partners as required in the new policy.
2. Coordinate the writing up of Corrective Action Plans(CAPs) for all partners as provided in the policy.
3. Follow up on the implementation of all CAPs to ensure all partners implement the CAPs by September 2013.
4. Be the point person to conduct future Monitoring of partners, recording of questioned costs, follow up on resolutions of all questions and making recommendations to the Finance Manager and Senior Management as necessary.
5. Follow up on the implementation of the new International Bank Relations Policy.
6. Assist the FM in the completion and follow up of the monthly FM and CR checklists.
7. Review CRS Haiti’s compliance with the CRS Cost Allocation Policy and Procedures. Make recommendations to the FM where necessary.
Audit and Financial Risk Management
8. Proactively identify risks and potential risks both external and internal to the agency and make recommendations to the finance manager.
9. Prepare financial statement and required schedules to internal and external auditors,
10. Provide explanation on queries raised by internal and external auditors. Assist in preparation of management response for auditors findings and implementation of audit recommendations. Be the point person to implement all audit recommendations pertaining to finance
Cash Forecasting and Fixed Assets Management
11. Coordinate the completion of the CRS Haiti’s cash forecast and submission to HQ on a quarterly basis.
12. Coordinate with Heads of Offices and Finance in Les Cayes and Ouanamenthe and other field offices for monthly cash forecasting and replenishments.
13. Review on a monthly basis the Fixed assets listing, FANs, Admin Master Inventory Lists and HQ and reconcile. Submit the CRS Haiti inventory lists to HQ on a Quarterly basis as required.
Internal control, donor compliance and Reporting:
14. Coordinate the completion of the Internal Control Checklists and follow up on corrective actions where necessary.
15. Make regular audits of the overall finance processes with emphasis to internal control within finance. Ensure we are in compliance with the internal control provisions all the time.
16. Review all donor agreements/ MOU and prepare a summary of compliance requirements to share with the finance team and budget managers. Follow up on all these requirements and ensure implementation.
17. Ensure we are in compliance with all donor requirements including budget limits, reporting, cost share requirements, inventory management, audits, cash collections and project closures.
18. Verify the completeness and accuracy of liquidation documents before approval and data entry.
19. Make regular visits to the partners to perform periodic checks on partner systems, especially in accounting and reporting of resources provided through CRS. This includes ensuring that partners are in compliance with local accounting laws and CRS Partner Agreements.
20. Review monthly the Partner financial reports, including bank reconciliations, expenses, supporting documentation, including cash receipts, and disbursements related to project advances and ensure allocability, allowability and reasonableness of the same.
21. Build the capacity of local implementing partners in financial management, internal control system and keeping accounting records through continuous training and monitoring.
22. Review on a regular basis the partners’ manual and ensures updates are made in compliance with the CRS policies.
23. Work closely with partners to ensure the timely, accurate liquidation of project advances in accordance with CRS policy and approved budgets.
24. Examine and check intra-agency transactions to ensure support documentation is in the files in Haiti as required by the CRS policy. Take actions where necessary.
25. Review accounts balances in Sun System and take actions to clear errors and follow up outstanding issues.
26. Conduct the month end and year end closing of accounts in Sun System and submit the report to HQ.
27. Prepare year end finance schedules.
28. Maintain up to date knowledge of local laws related to finance (payroll, tax payments, and social security).
29. Maintain an organizational relationship with banking management, partners, auditors, etc.
Cost Application Budgets and BMF process
30. Actively participate in the preparation of Annual Program Plan (APP)/annual budget.
31. Upload APP and budget amendments to Sun System.
32. Review budget utilization of various projects. Ascertain expenditures are within approved budget flexibility limits. Recommend remedial actions for adverse variances,
33. Prepare monthly BMFs and ensure reconciliation with the BMFS.
34. Monitor grants expiration dates and ensure that all balance sheet items are fully reconciled and liquidated in Sun Systems to facilitate the grant closure process.
35. Be the point person to work with managers on proposal budgets preparations. Ensure compliance with the CRS policies.
36. Review budget for newly developed projects and assist program staff in setting up budgets for cost allocation.
37. Advise program managers on the adequacy of budget provision for cost allocation and provide up to date data on projects with budget for cost allocation to staff in-charge of vehicle mileage records.
38. Conduct the monthly cost allocation process and ensure its accuracy and compliance with CRS policy.
Capacity building and supervision:
39. Evaluate and coach subordinates based on agreed upon performance plan. Handle employee complaints and problems of subordinates.
40. Assign project accountants for their filed visits and review their field visit reports. Follow up the status of findings, recommendations and improvements noted on field visits. Devise better ways to alleviate identified weakness on partners accounting and internal control systems.
41. Arrange visits to partners and CRS sub offices in order to provide on-the-job training on CRS accounting procedures and donor requirements.
42. Develop a training session to finance and program to make them familiar with CRS policies and procedures..
43. Other duties as assigned by the Finance Manager..
Qualifications Requises
1. Bachelor’s degree in accounting or finance with 8 years of experience or 2nd degree or CPA with 7 years of experience.
2. Demonstrating practical knowledge of accounting principles and sound financial management.
3. Experience in the financial management of USG grants and other major donors including the UN Agencies and other AID bodies.
4. Detail oriented and the ability to prioritize tasks effectively and meet deadlines.
5. Proven initiative and ability to work independently.
6. Excellent written and spoken French and English.
7. Ability to balance focuses on detail with global vision.
8. Strong written and verbal communication skills.
9. Familiarity with spreadsheet and database computer programs.
10. Prefer good understanding of SUN Systems and Q&A accounting software; required to quickly learn accounting software program.
