Introduction
Islamic Relief (IR) is a UK based international relief and development charity which envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfil their potential. Working in over 25 countries, Islamic Relief promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. We also respond to disasters and emergencies, helping people in crisis. Islamic Relief has been working in Haiti since the devastating earthquake of 2010. Throughout its disaster response programme in Haiti IR has provided affected communities with shelter, food, non-food items and water and sanitation services. Other services included rubbish collection and cash for work, school reconstruction and supporting vocational training centres. Currently Islamic Relief-Haiti programme is becoming more focused on school reconstruction.
Funded by the Islamic Development Bank, Islamic Relief will soon start implementing its new school reconstruction project with the aim of reconstructing five schools that have been affected by the earthquake. Thus, we are recruiting for a Construction Supervisor position, and would like to encourage all qualified and enthusiastic professionals to apply.
Fonctions
As part of its post disaster reconstruction and rehabilitation programme, Islamic Relief Haiti is implementing a school reconstruction project with an outcome to reconstruct five schools that were severely affected by the 2010 earthquake. The project coordinator shall be responsible for the overall construction administration management and technical monitoring of the schools that are reconstructed or rehabilitated in two locations, ensuring that the targeted construction quality, contractual obligations and results of the project are achieved in a timely manner and in accordance with the Construction Contract signed with the contractor and Islamic Relief policies and procedures. The job holder will have to monitor on a regular basis the quality of the construction work and report any discrepancies to the line manager. The job holder will have also been engaged in social mobilization when and where it is necessary.
Key Roles and Responsibilities:
Monitor the construction of the designated schools at a technical and administrative level to ensure the highest quality of work.
Ensure that the designated school construction meets national standards for construction in seismic and hurricane zones and that the work is carried out in accordance with the contract documents and drawings. Constantly liaise with the structural engineering consultant to ensure these outcomes.
Coordinate and work closely with implementing contractors.
Maintain a good relationship with the DGS and facilitate their monitoring of the school reconstruction
Monitor compliance to contract requirements, contract clauses and conditions.
Ensure contractors are implementing the projects in accordance with agreed schedules.
Process payments using internal IR procedures for consultants during the course of the project and assess work has been done in accordance with the scope of work requirements for such payments. Monitor any variations in payment and discuss with IR finance before agreeing with the contractor. Prepare written progress reports to document progress prior to any issuance of invoices and payment.
Manage community mobilisation activities of the reconstruction project include beneficiary vulnerability survey and analysis, community meetings, in-kind and unskilled labour contribution.
Support procurement process of construction materials and equipment; monitor quality and quantities of construction materials and equipment delivered by contractors.
Assist in compiling and developing bid documents and bidders list, including inquiry preparations, request for bids and recommendations for award of contract in compliance with Islamic Relief procurement policies and procedures. All tenders will be carried out by IR-Haiti Admin and logistics department.
Ensure weekly reports are filed by the contractor
Producing monthly progress reports as well as project final report.
Facilitate proper closure and hand over of projects to Haitian School authorities.
Carry out any other tasks as directed by the Programme Manager in relation to the implementation of this work.
Experience:
A minimum 4 years of experience in the construction industry achieved either in the private sector or humanitarian contexts.
Proven experience in managing construction projects, including school reconstruction
Proven experience in construction contract management and delivery of projects on time and on budget
Good understanding of relevant local, national and international school building codes and standards.
Good understanding and experience in managing budgets, schedules and working with finance team
Understanding of accountability to beneficiaries and including them throughout the project management cycle
Good working knowledge of the Ministry of Education and DGS Standards
Good working knowledge of the MTPTC seismic engineering standards and IBC Building Codes
Skills:
Civil/Structural/Construction Engineering or Architecture
Strong project management skills
Strong coordination and interpersonal communication skills
Proficient in reading and interpreting construction drawings and documents
Can manage stress
Problem solving
High standard in spoken and written French and creole, English is a plus.
Excellent, professional writing, presentation and communication skills
Computer skills: Microsoft Suite, Microsoft Project and AutoCAD
Sympathetic to the vision, mission and values of Islamic Relief
Qualifications Requises
Essential:
A degree in a construction-based discipline including Civil Engineering, Architecture, Construction Management or related technical field.
