Organizational support to foster the constituting of an OSM group in Northern Haiti from the HRI-HOT CAP103 project - Community building support specialist

Background

The Humanitarian OpenStreetMap Team (HOT) has started working in the Cap-Haitien Development Corridor (CHDC) in Haiti in early March 2013 with Local Mapping team on the USAID-HRI funded CAP103 mapping project. Through this project, based in and in coordination with the Henri Christophe University Campus (of the State University (UEH)) in Limonade, a joint team of HOT and local Haitian mappers has created a group of 60 mappers recruited amongst the youths of localities from the North and North East departments to improve the baseline data of localities in the CHDC.

Through this consultancy in group organizational support, as part of the CAP103 mapping project, HRI aims to foster the creation of a local group of mappers in the Northern departments of Haiti and replicate this result of the STM020 project.

Structure and governance of the new mapping group(s) will certainly be a key issue(s) in this institutional capacity building component of the CAP103 project.

The project is looking at facilitate the setup of a community that should be able to embrace and support hobbyist volunteerism, professional volunteerism [a Volunteer and Technical Community (VTC)] with likely paid-for projects. What ever form the setup of the community will take a strong healthy community is key in building a strong OpenStreetMap for the area.

This institution/community building component could include for example the following aspects:
? Inclusion of new members

? Critical importance of meritocracy -- and do-ocracy; healthy pro-activeness
? Motivation management
? Internal & external transparency of the financial management
? Conflict management
? Training & continuous support
? Continuous improvement (in general; technically as well as organizationally)

Fonctions

Profile for the Community building support specialist

In coordination with the HOT Team in Limonade (who will be in charge of all technical aspects of mapping and OSM activities) and the Senior Adviser, the Community Building Support Specialist, will carry out the following actions targeted at fostering the growth of the local group of mappers from Northern Haiti:

? Conduct initial assessments through workshops, focus groups, interviews about experiences and about the building of a healthy OSM community
? Meet with University president to outline the organizational structure, define roles and responsibilities of each party, access to equipment and integration of corresponding departments into the new organization
? Develop a plan for the organization of the new mapping community in collaboration with the new community members (trainees), the local mapping team and HOT coordinators (technical mapping aspects) taking in consideration aspects listed in above and discoveries of the assessment.
? A first version will be released after the initial assessment phase and will last during the operational phase
? A second version will be released towards the end of the operational phase and cater for the post project phase
? Monitor progresses throughout the process through weekly workshops, focus group and interviews
? Provide training per needs for the community on organizing itself in close articulation with HOT (technical mapping aspects), HRI administrative consultant (administration) and relevant UHCL resources
? Help set up the organization (registration and bylaws)
? Help setting up the organization in terms of its operational structure board, working groups, memberships, longer term strategy as well as shorter term activities harnessing on CAP103 activities, partners and opportunities as well as relations with other OSM groups
? Support the development of a mapping plan for additional mapping work for the next year
? Report to the HRI and HOT Coordinators
? Write a mission report to HRI and HOT
? Write weekly blog post
? Participate in social media communication regarding fieldwork (Twitter/Facebook/YouTube/Flickr/etc.)


Qualifications Requises

Eligibility criteria

A minimal four years of track record experience in group organizational support at community level is required including the following:
? Activity or experience/ knowledge of OSM and HOT activities as well as other Voluntary Technical Communities (VTCs) active in Haiti
? Education and/or work experience in the fields of group organizational support/ community organization
? Experience in the field of Development or Emergency Response
? Experience in dealing with the development stakeholders and base communities
? Experience in Haiti a necessity
? Experience in group learning and group management techniques, focus groups, interviews
? Previously has lead training and capacity building activities
? Experience in using social media
? Experience in writing reports
? Interpersonal skills, effective team member, capacity to work under pressure and in a multicultural environment
? Proficient in Haitian Kreyol and French or English
