FUNCTIONAL RESPONSABILITIES
The Deputy Administration Manager (DAM) is responsible for ensuring the implementation and maintenance of administrative and management control systems in Les Cayes Officer in compliance with CRS’ principles, policies and procedures.

Supervisory Responsibilities: Senior Fleet Officer, Administrative Officer, Admin Assistant, General Services Officer, IT Administrator.

Key Working Relationships:
Internal: Cayes Field Office Director, Program Managers (Cayes), Admin Officer and Admin Assistant (Cayes), Senior Fleet Officer (Cayes), IT Administrator (Cayes), Deputy Finance Manager (Cayes), Senior Procurement Officer(Cayes), HR Officer (Cayes), General Administration Manager (PAP), Management Quality Coordinator (PAP).
External: Local business leaders, Bishops and representatives of diocesan Caritas of Les Cayes, local and international NGOs based in Les Cayes, local government officials.


Fonctions



1. Ensure that all processes in Administration are implemented in compliance with respective CRS Policies and Procedures

2. Ensure that all the premises are well equipped and maintain them in compliance with good standard living.

3. Ensure accuracy and accountability of stock inventory and proper of CRS’ property supplies, equipment as adherence to USG standard provisions with regards to proper disposition of capital equipment.

4. Ensure smooth administrative operations and efficiency in the delivery of services (General Services, Transportation, IT, etc.) as well as security and safety of CRS-Cayes office building, materials and equipment.

5. Ensure timely payment of utilities and contracted services

6. Ensure management of the office space via the monthly Office Space Cost Allocation Report

7. Insure implementation of Fuel Management System

8. Directly supervise the Senior Fleet Officer to ensure:

• Les Cayes vehicle fleet is in good conditions though scheduled maintenance and effective repairs.

• Adequate management of fuel and spare parts for vehicles

• Vehicle filing system is maintained is accordance with CRS requirements

• Valid and efficient data entry in Vehicle Management System (VMS)

• Review documents such as Work Orders, Purchase Requests and Vendor Invoices for the repair, maintenance, fueling, etc. of vehicles.



9. Directly supervise the IT Officer to ensure that the information technology system is viable, working properly to serve all CRS/Les Cayes users.





A. Representation

1. Assist The Field Director in managing relations between CRS and the Church Structure in the Southern Peninsula especially with the local bishops.



2. Represent CRS/Les Cayes at meeting with local GOH officials to discuss and resolve other issues related to customs and checks of guarantee, new NGO regulations and other legal issues in Les Cayes.




Qualifications Requises

• University Degree in Business Administration or equivalency in experience;
• Minimum 5 years experience in managerial position;
• Minimum 3 years experience in supervision of staff, experience working within a multi-cultural environment desirable;
• Strong inter-personal communication skills, capacity to motivate and encourage personnel;
• Self-guide, strong organizational, planning, analytical and problem solving skills;
• Knowledge of CRS’ program areas, justices agenda and Catholic Social Teaching;
• Experience in working with the Church and its culture;
• Good interpersonal and negotiation skills, along with awareness of sensitivities in different settings;
• Able to prioritize work, multi-task and meet deadlines;
• Solid track record as a team player;
• Fluency in written and spoken English, French and Creole;
• Computer literate: MS Word, Excel, Power Point, database Management, Outlook.
