UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities.
UMCOR - Haiti is currently seeking a national WASH Manager to support all general programming for the WASH department. The position is based in Port au Prince with travel as needed to other parts of the country.
This is a full time position. The Manager will be part of UMCOR’s Water, Sanitation, and Hygiene (WASH) program in the Port au Prince office under guidance of the WASH Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.
Fonctions
Responsibilities:
The Manager will report to the WASH Coordinator. Their responsibilities will include, but are not limited to:
• Monitor and report program success.
• Organize and facilitate community meetings to inform the community on the goals, requirements, procedures, contributions, and objectives of the project.
• Prepare and submit regular progress reports and work plans.
• Alert the WASH Coordinator to any instances that have the potential for a negative impact on the implementation of grants or compliance with their terms.
• Take overall responsibility for achieving project objectives and adhering to the proposal and donor requirements.
• Implement effectively and within time and budget WASH program as per the project proposals and project requirements.
• Attend coordination meetings in French and English.
• Develop and review project designs to ensure compliance with relevant standards, procedures, and codes.
• Supervise contractors to ensure completion of projects within the timeframe and budget.
• Provide on-site technical assistance to field and project staff and self-help project beneficiaries during the process of implementation, including management of construction activities.
• Conduct trainings for disaster response preparedness.
• Participate in disaster preparedness strategy development
• Manage pre-positioned stocks for response to emergency situations
• Coordinate community groups for disaster preparedness
• Manage programs to respond to emergencies and natural disasters, including distributions
• Complete other duties as assigned.
Qualifications Requises
Must have a University degree in civil or environmental engineering or construction management AND a minimum of 4 years program management experience
OR 3 years of experience with Disaster Risk Reduction programs AND 4 years of program management experience
AND:
Must have good knowledge of local suppliers and building contractors
Must have at least 1 year of experience in working with municipal officials and/or NGO officers
Must have good knowledge of disaster risk reduction planning and response
Must have experience with participatory planning and training
Must have experience with participatory planning and training
Must be proficient in Word, Excel, and AutoCAD
Must have experience with construction of latrines or septic systems
Must have experience with rainwater harvesting and plumbing.
Must have good written and spoken English language skills
Must be able to follow directions and work schedules
