UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities.
UMCOR - Haiti is currently seeking a national WASH Engineer to support all general programming for the WASH department. The position is based in Port au Prince with travel as needed to other parts of the country.
This is a full time position. The Engineer will be part of UMCOR’s Water, Sanitation, and Hygiene (WASH) program in the Port au Prince office under guidance of the WASH Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.
Fonctions
Responsibilities:
The Engineer will report to the WASH Coordinator. Their responsibilities will include, but are not limited to:
• Implement effectively and within time and budget WASH program as per the project proposals and project requirements.
• Develop and review project designs to ensure compliance with relevant standards, procedures, and codes.
• Develop and review BOQs and technical specifications
• Ensure accurate monitoring, evaluation, and costing reports.
• Ensure that accurate and detailed records of project matters are formulated and kept.
• Conduct site assessments and surveys.
• Supervise and manage effectively the daily activities of contractors.
• Ensure as far as possible the security of the project, of staff, and of equipments.
• Supervise project leaders to ensure completion of projects within the timeframe and budget.
• Coordinate with beneficiary leaders to ensure community participation and ownership.
• Advise on procurement needs.
• Provide on-site technical assistance to field and project staff and self-help project beneficiaries during the process of implementation, including management of construction activities.
• Prepare and submit regular progress reports and work plans.
• Review and monitor (and submit when appropriate) monthly project expenditures submitted and/or prepared by/to the Finance Department and monitor and track budgets and monthly project expenditures.
• Ensure contractors complete works in accordance with the BOQs and technical designs and with respect to the beneficiary needs.
• Maintain regular logs of program progress.
• Supervise and manage effectively the daily activities of contractors to ensure completion of projects within the timeframe and budget.
• Alert the PISANS Program Coordinator and WASH Construction Manager to any instances that have the potential for a negative impact on the implementation of grants or compliance with their terms.
• Take overall responsibility for achieving project objectives and adhering to the proposal and donor requirements.
• Other duties as assigned.
Qualifications Requises
Must have a University degree in civil or environmental engineering or construction management AND a minimum of 4 years engineering design or construction experience
AND:
Must have good knowledge of local suppliers and building contractors
Must have at least 1 year of experience in working with municipal officials and/or NGO officers
Must be proficient in Word, Excel, and AutoCAD
Must have experience with construction of latrines or septic systems
Must have experience with rainwater harvesting and plumbing.
Must have good written and spoken English language skills
Must be able to follow directions and work schedules
