Introduction
Haitian Red Cross in collaboration with American Red Cross is looking for a Social Empowerment Integration Manager / LAMIKA.
Objectif: Under the direct supervision of the Program Manager Delegate, the core function of the Social Empowerment Integration Manager is to ensure that activities are integrated and serve all levels of society, with a focus on youth; that program activities are timely; reports are accurate and informative, provide management oversight to pillar 1, in an effective and efficient manner under the supervision of LAMIKA Project Manager. S/He has to provide high-quality oversight and ensure that the team’s capacity is strengthened in the Social Empowerment context.
Fonctions
II-.Specific Responsabilities.
Manages key staff in terms of program integrated of social empowerment and mobilization programming and provides over-site and guidance.
Facilitates program integration and seeks to strengthen integration programming and processes.
Ensures a focus on youth is maintained throughout the program.
Serves as a primary resource and problem solver support to staff.
Provides staff with weekly work plan direction and provides leadership to field teams.
Utilizes research and competitive analysis to formulate program and messaging strategies
Establishes and oversees the Com/Dev unit and manages and directs daily communications messages strategies.
Oversee that program information is collected and reports prepared in a timely manner, daily, weekly and monthly.
Works closely with the Program Manager, to analyze and strengthen programs.
Ensures the program aims to improved knowledge, attitudes and practice, through community-based health, disaster risk management and environmental interventions
Increase the capacity of the targeted communities to respond to the risks.
Increased health and safety measures against multi-hazards in schools
Empower communities to advocate for addressing gaps in policies, practices and services.
Is responsible to undertake the following specific activities:
Community Mobilization team effort to strengthen CBOs (i.e. community development committees, neighborhood associations and sub-groups for specific interventions)
Support the Community Mobilization team effort to strengthen the coordination and collaboration amongst CBOs with HRC Branch , and local governmental agencies
Support the implementation of Community Action Plans with active participation of community people and relevant stakeholders
Support Community mobilization action plan in regards to other LAMIKA activities
Support field technical team (Health and DRR) for development, implementation and monitoring of training programs on Community Health and Disaster Risk Reduction
Effectively supervise the behavior change communication activities for promoting healthy behavior and safer living
Support community and CBOS to establish community based urban DRR system and tools (i.e. development of community DR and epidemic control plans, setting up evacuation procedures, formation of light search and rescue team, first aid teams, simulation exercise, etc.)
Support field technical team to conduct awareness raising campaigns on ‘our safer and healthier schools –safer communities’ for children, teachers and parents
Facilitate the development of school emergency evacuation and response and epidemic control plans
Promote sustainable solid waste management, recycling and sustainable environmental practices in the project areas.
Qualifications Requises
A minimum of 8 years of relevant experience in community based programs recovery programming) At least 6 years’ experience working with international organizations .
Bachelor’s degree in program management or equivalent experience
Masters preferred
Proven managerial experience in early recovery and/or integrated programming, through prior work in community based programs
Experience in monitoring and strengthening programs
Good expertise in communications within complex communities and with large numbers of staff.
Demonstrated experience in report writing in French and English
Strong organization, leadership skills and excellent interpersonal relationship
Routine field visits in all areas of intervention
Willingness to learn and innovate
Must be able to work in French, Creole and English. Written work must be suitable for technical field work. Verbal comprehension in English must be medium-high to a highlevel. .
