Haitian Red Cross in collaboration with American Red Cross is looking for a Physical Renewal Manager / LAMIKA.
Objectif: Under the direct supervision of the Program Manager Delegate, the core function of the Social Empowerment Integration Manager is to ensure that activities are integrated and serve all levels of society, with a focus on youth; that program activities are timely; reports are accurate and informative, provide management oversight to pillar 1, in an effective and efficient manner under the supervision of LAMIKA Project Manager. S/He has to provide high-quality oversight and ensure that the team’s capacity is strengthened in the Social Empowerment context.
Fonctions
II-.Specific Responsabilities.
Represent ARC at meetings with officials of local and national authorities.
Assist in recruiting, training and mentoring local construction teams as required, including preparing job descriptions.
Lead a team of engineers to monitor consultants and partners executing construction/WatSan projects.
Assist in the technical evaluations of bids.
Manage the contracts and act as a focal point for the consultants and partners contracted by ARC.
Oversee the works performed by the consultants and partners during all phases of the project life cycle.
Identify and mitigate project risks.
Review and submit for the approval of the Construction/Sr. WatSan Delegate the training curriculums proposed by the consultants and ensure that the trainings are conducted as per the approved curriculums.
Review, submit for the approval of the Construction/Sr. WatSan Delegate and monitor the application of the approved QA/QC and Safety Plan of the consultants and partners.
Ensure that established ARC processes for paying consultants, contractors and local construction teams are carefully followed.
Ensure timely delivery of materials and equipments to the construction sites.
Coordinate with the consultants, partners and other stake holders during the design development phase.
Receive, review and submit to the Construction/Sr. WatSan Delegate all designs, drawings, tender documents for approval.
Conduct regular meetings with consultants and partners to discuss and resolve issues pertaining to ongoing and planned projects. Prepare and disseminate meeting agendas and minutes to all concerned.
Carryout periodic site inspections to ensure works are carried out in accordance with contracts, specifications, drawings etc.
Receive, review and disseminate the periodic monitoring reports from the consultants and partners.
Preparing monthly project reports.
Qualifications Requises
III : Requested Qualifications
Minimum of a University degree in Civil Engineering or Construction Management.
At least ten years of experience in infrastructure, housing and water and sanitation construction and eight years of progressively responsible experience in Construction Management.
Demonstrate ability to establish monitoring processes and form, mentor, manage and lead a team of engineers to achieve common objectives.
Demonstrate ability to manage consultants and partners.
Demonstrate ability to use and follow Sphere guidelines and procedures.
Demonstrate ability to manage multiple projects simultaneously.
Prior experience of working in all types of construction and WatSan projects such as buildings, roads, infrastructure, drainage etc.
Awareness of seismic resistant design and detailing.
Knowledge of MS Word, Excel, Outlook and AutoCAD.
Demonstrate professional maturity and good interpersonal skills for teamwork, and good written and verbal communication skills;
Sound report writing, interpersonal, facilitation, and communication skills.
