Introduction
RTI International is an independent not-for-profit organization dedicated to conducting innovative, multidisciplinary research and programming to improve the human condition. With a worldwide staff of more than 4,000 people, RTI was founded in 1958 by universities in North Carolina as the first scientific organization in and the centerpiece of its Research Triangle Park. In the international education sector, from our longstanding work in post-apartheid South Africa to innovative work in Early Grade Reading Assessment (EGRA), including recently in Ethiopia, RTI works to improve education quality, relevance, access, and efficiency around the world.
RTI is recruiting candidates for a USAID education program in Haiti (TOTAL). The main activity will be to design and implement a reading program, then to evaluate the effectiveness of key components of that program.
We are seeking a Finance Manager to provide support to a project that will implement a primary school reading program in Haiti. The finance manager will oversee the management of financial and reporting functions for the program in the Port-au-Prince office to ensure compliance with the terms of the agreement. He/she will ensure appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and others related to financial management) are in place to properly disburse, account, budget and report project funds in a cost effective and timely manner, and with proper internal controls.
Fonctions
• Prepare and submit monthly financial statements (including expenses, receivable and payables, funds requests, reconciliations) and other reporting requirements to RTI’s head office within the designated time period.
• Implement, consolidate and monitor cost effective and efficient systems (including accounting software) and procedures with strong internal controls.
• Coordinate the tracking of finances related to payment of personnel and subcontractors.
• Prepare other financial and cost accounting reports, operations and analysis as required by management and RTI head office.
• Perform compliance review on all project expenditures.
• Perform field visits to audit systems and controls.
• Support procurement process, including review of subcontractors to ensure compliance and payments or reimbursements are made after verification of milestones have been met.
Qualifications Requises
• Bachelors degree in Finance, Accounting or related field plus six years of experience or a Masters degree plus three years of experience in Finance or Accounting with CPA
• Experience managing funds and knowledge of USAID, WB or IDB regulations required
• At least three years of experience working for a donor-funded project is desirable
• Knowledge of QuickBooks is desirable
• Fluency in French and English required, fluency in Creole highly desirable
