Introduction

Before the earthquake of January 12th Haiti was the largest Country Program in LACRO, with an approximate annual budget of $25M and a national staff team of over 300 people.

In the response to the earthquake of the Country Program has increased dramatically in terms of annual budget and staff. The Fiscal Year 2013 budget was over $40 million and the program employed over 500 staff across the country. The donor base has been mostly US Government, but also includs the UN, World Bank and private foundations.
The primary function of the Monitoring and Evaluation Coordinator (MEC) is to build country program capacity in monitoring and evaluation by guiding, supporting and leading design and implementation of M&E systems and procedures that are appropriate, effective and cost-efficient. The MEC must effectively manage relationships with CRS and partner staff and support them in creating and implementing M&E systems that will lead to improved program quality.
The MEC will analyze and develop current M&E mechanisms and monitoring initiatives within the country program and design/recommend new approaches or the strengthening of current practices. The MEC also provides technical input on M&E during project reviews and when developing proposals. The MEC provides leadership and support in the implementation of Knowledge and Learning Management Strategy, is responsible for coordinating reports to donors, and manages data collection and other M&E specific processes that take place within the country program.


Fonctions

PRIMARY RESPONSIBILITIES:
Planning/Development:
1. Design, lead and manage participatory processes to establish country program M&E systems.
2. Assist and contribute to regional and agency wide M&E initiatives, including data collection, analysis and reporting for Regional and Global M&E Systems, training and capacity building program development and implementation, development and implementation of M&E guidance, procedures, tools, and policies to further advance M&E agenda and institutionalize high quality Design, Monitoring, Evaluation and Reporting in CRS.
3. Lead and support country programs and partner staff in implementation of the all M&E activities.
Supervision and Coaching
1. Provide leadership to M&E team members under his/her direct supervision;
2. Identify training needs for M&E staff under his/her supervision and support the development of building capacity in M&E skills through CRS trainings, non CRS trainings, exchange visits, including TDYs within or outside of Haiti and/or use of e-learning.
3. Ensure that CRS Performance Management System is utilized by all staff.
4. Recruit and mentor new M&E staff and/or key M&E positions within specific programs.
Program Support/Technical Assistance:
1. Assist country program in designing M&E system for proposals in strategic programming areas.
2. Provide leadership, guidance and support to country program and partner staff to develop more strategic approaches to M&E.
3. Provide hands-on technical assistance to country program and partner staff in all aspects of Monitoring and Evaluation, including the development and implementation of M&E systems and tools, reviewing project proposals, and leading or assisting in mid-term and final evaluations.
Communication/Information Management:
1. Develop good working relations with partner organizations. Exchange information and experience and contribute actively to an M&E learning community within CRS and among partner organizations.
2. Serve as the primary M&E contact person for CRS Haiti.
3. Contribute to efforts to enhance agency M&E systems and standards
4. Support and contribute to the development of an innovative regional Management Information System through implementation and coordination of standardized country-level M&E reports; increase management information system and roll-up indicators from the field to the regional office and HQ.
5. Communicate and disseminate information on CRS standards, policies, practices and indicators; coordinate with M&E staff in other country programs in developing best practices and sharing lessons learned.
6. Assist in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying M&E findings, information, lessons learned, and best practices among CRS and partner staff.

Qualifications Requises

Graduate degree in a directly related field, such as operations research, quantitative analysis, etc.; significant work experience in a directly related field will be considered in lieu of graduate degree.
2. Three to five years of relevant professional M&E experience
3. Thorough familiarity with the principles and current approaches to M&E using both quantitative and qualitative methods.
4. Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data.
5. Ability to conceptualize, perform and direct research and writing of technical documents.
6. Understanding of donor expectations and trends for M&E.
7. Demonstrated ability to transfer knowledge to diverse audiences through training,mentoring, and other formal and non-formal methods.
8. Excellent analytic and computer skills; skilled in MS Office including Word, Excel, Outlook, PowerPoint and Access.
9. Experience with management information systems and project management.
10. Ability to work both independently and in a team.
11. Willingness and ability to travel approximately 25% of time within country.
12. Professional proficiency in French and Creole, strongly preferred. English proficiency required.
