Introduction
The Administrative and Financial Officer, is the primary financial, operational and administrative officer of the Project. The Officer is responsible for ensuring that operational and financial functions support the timely and effective implementation of the project’s technical scope of work. With the COP, s/he ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
The Administrative and Financial Officer, plays a representational role with partners and stakeholders as well as with clients and suppliers in relations to areas under his/her direction. In concert with the COP s/he liaises with local partners and with MSH’s headquarters regarding any aspects of project implementation related to finance and Operations. He or she establishes and adheres to project Procurement Integrity standards in all activities and is responsible for raising the awareness of staff regarding procurement integrity regulations
Fonctions
Project Management:
1. Provide direction and support to all members of the Project team to ensure adherence to and fulfillment of programmatic activities within budgetary guidelines and compliance with project award requirement.
2. Assist project teams with their respective budgets and the COP in consolidating budgets and in containing expenditures within parameters.
3. Ensure adequate supervisor-supervisee relationships which support professional development and mentoring and address problems in a timely manner across the project.
4. In coordination with SDSH Contract Officer and MSH Senior Contract Officer, provide guidance and training to project staff on contractual issues, regulations and contracting mechanisms.
5. Coordinate responses to audit requests from MSH and various government entities as required.
6. With the COP, approve all local and regional purchases as per defined threshold, and maintain tracking and documentation systems that will facilitate future processing, payment and audit requirements.
7. Coordinate the custom clearance of all goods purchased outside of Haiti; help resolve international transport issues of said goods.
8. Develop and/or maintain implementation of regulations and procedures for local purchase, procurement and logistics management.
9. Maintain rigorous operations to ensure the proper receipt, rotation and control of program’s materials
10. Supervise Operations & Finance staff. Supervisory responsibilities include but are not limited to: meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting performance plans and reviews; communicating, implementing and assuring adherence to Project policies, guidelines and values; developing staff skills and knowledge; approving timesheets; and facilitating supervisee success whenever possible.
11. Perform other duties as assigned.
Qualifications Requises
1. Master’s degree in Business Management (MBA) or in other areas relevant to management such as logistics, finances, project management or equivalent relevant experience required.
2. Significant Operations and financial management experience in developing countries required; experience in public health related activities is preferred.
3. Relevant experience in subcontract and grant management preferred.
4. Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements;
5. Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
6. Strong leadership, analytical and organizational skills; demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
7. Expert skills in Excel Spreadsheets, QuickBooks or similar accounting software, as well as Word; comfortable in a Windows PC environment.
8. Fluent French, English and Creole are required.
