Introduction
The Finance and Accounting Manager oversees the overall accounting function for all projects and programs operating in the office. He or she is responsible for ensuring the smooth operation of technical efforts and field activities by providing efficient and operational accounting/financial support.
He/She ensures that the financial management system is conducted according to MSH regulations, standard operating procedures and good business practice.
Depending on the size and organizational structure of the office, this position may supervise one or more senior accountants or staff accountants.
The senior Finance Manager safeguards the financial and physical assets of MSH against fraud, loss or misuse by ensuring that sound internal controls are implemented and enforced. He/She ensures that any money expended is done in accordance with Generally Accepted Accounting Principles, MSH Policy, and any cost principles imposed by MSH or a donor agency.
He or she must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and MSH’s mission
Fonctions
1. Supervises the staff under his/her Unit.
2. Full charge accounting responsibilities and oversight in all disciples, including accounts payable, receivable and general ledger, as well as payroll processing.
3. Establish and maintain systems for purchase approval and asset use which ensure adequate internal control, in accordance with MSH standard operating procedures for finance and accounting.
4. Manage cash flow and cash requirements, including currency exchange.
5. Budgeting.
6. Train administrative and technical staff in finance and accounting policies and procedures, including donor cost principles and travel regulations.
7. Ensure that all costs have adequate prior authorization and approval.
8. Approve journal entries.
9. Prepare standard financial reports and analysis for management and donors.
10. Prepare and manage project budgets and pipeline expenditures. Estimate upcoming cash needs and accrue expenditures as appropriate.
11. Oversee the issuance and collection of project advances.
12. Ensure that all local and regional purchases are as per the defined threshold, and maintain tracking and documentation systems that will facilitate future processing, payment and audit requirements.
13. Ensure that all paid invoices agree with supporting documentation, including price quotes, purchase orders and shipping documents.
14. Maintain inventories and controls over central and regional offices fixed assets, such as vehicles, office furniture and equipment by all the projects, including those items provided to health facilities and other partners.
15. Administer the accounting software including reviews of data integrity and ensuring the timely reconciliation, closing and submission of accounting data at month and year end.
16. Ensure that all local tax laws and regulations are strictly adhered to and taxes are paid to the tax authorities as prescribed by law.
17. Provide an audit interface between MSH corporate accounting, MSH external audit firms and donor auditors. Prepare required reports, work papers analysis and responses to audit questions.
18. Develop and submit to USAID waiver request for VAT exemption on local procurement of all equipment and supplies
Qualifications Requises
1. Bachelors or Masters level degree in Accounting or Business Management, with emphasis in accounting or equivalent certification from an accredited higher educational institution.
2. 5 or more years experience as a senior accountant, overseeing financial and accounting functions, including full-charge bookkeeping.
3. Experience in USAID project accounting or similar donor accounting.
4. Ability to work independently, take initiative and to meet deadlines with attention to detail and quality.
5. Excellent interpersonal skills, demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants, including Headquarters staff, upper management and clients.
6. Written and spoken English proficiency at advanced level mandatory.
7. Demonstrated computer skills in word processing, database, presentation, and spreadsheets (Microsoft Office preferred.)
8. Demonstrated experience in accounting software and statistical packages.
9. Fluent in English & French required. In addition, Haitian Creole knowledge is strongly preferred
