Introduction

The Project Director (Chief of Party for SDSH II Project) leads and manages an MSH project. S/he is accountable for project deliverables and results, and has full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects, and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU), where applicable. This accountability includes effective contribution to business and resource development activities, including strategic communication, positioning, intelligence gathering, and proposal development mission.


Fonctions

Project Results
1. Client expectations- Ensure achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client(s) approved Results Framework and Performance Monitoring Plan.
2. Project Management- Provide effective project management systems within MSH policies, guidelines and Standard Operating Procedures while ensuring local ownership, appropriateness and responsiveness.
3. Relationships- Cultivate and maintain effective dialogue and relationships with project client(s), beneficiaries, partner(s), coworkers and other local and international stakeholders.
4. MSH Interests- Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

Vision and Technical Strategy
5. Develop and execute project’s Results Framework, Performance Monitoring Plan, Technical Strategy, Monitoring and Evaluation (M&E) plan and annual project work plans as per contract/agreement requirements, approved budget and received obligations, MSH technical frameworks and standards, and Results Management Systems (RMS) guidelines.



Project Management
6. Serve as MSH’s official representative of the project and maintain communication between all relevant parties, including appropriate officials from MOH and the USAID COTR assigned to this contract. Meet monthly with the COTR to structure USAID input into all project management and technical working groups. Partner with the COTR to develop plans and coordinate efforts with donors to support local project activities. Coordinate with USAID for communication with USAID/W, other USG entities, and other GOH entities especially to strengthen the capacity of Health departmental directorate to manage the health sector.
7. Ensure that the project activities are supported and implemented to achieve project milestones and contractual obligations. Facilitate project close-out technical and financial activities, including the review of plans for each key technical and management component to assess achievement of targets and deliverables.
8. With the DCOP/Technical Director coordinate the scopes of work for the project’s partners to leverage USAID investments to mobilize the local private sector and civil society in support of social services; challenge traditional approaches for financing health care; and help channel Haitian expertise and creativity into the social sector.
9. Implement a Financial Pipeline Tracking system for effective budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH and donor reporting requirements.
10. Develop and adapt (as needed) project financial plan in line with contract/agreement budget and received obligations, technical strategy, work plan, and reporting requirements.
11. Ensure contract/agreement implementation in compliance with contract/agreement clauses, MSH and donor policies, regulations and Standard Operating Procedures (SOPs).
12. Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
13. Manage human resources in accordance to MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
14. With support of Project Director Supervisor, develop technical assistance plan and budget.

Documentation and Communication
15. Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.
16. With DCOP/Technical Director facilitate the analysis of data and production of analytical reports.
17. With Deputy COP/Technical Director, facilitate ongoing communication with the leadership of MSPP management (including the Minister, DG, and their respective cabinets) and inform USAID when meeting with such high level authorities.
18. Promote and facilitate staff participation in MSH’s Technical Exchange Network (TEN) and south-to-south exchanges.
19. Ensure quarterly submission of project documentation to MSH’s central Institutional Memory System (IMS).

Client(s) and other Stakeholder(s) Relationships
20. Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
21. Contribute to building MSH’s reputation by developing local and international networks to disseminate project results, attract talent and generate business.

Other MSH Contribution
22. Collaborate with the MSH Country Representative and participate as required in activities organized in the context of MSH Representation in country.
23. Ensure harmonious collaboration with, and cost-effective use of, the Country Operations Management Unit (COMU).
24. Collaborate with the Office of Strategic Development and Communications in aspects of business development, including strategic communication, intelligence gathering, positioning, proposal development, etc.
25. Identify and track new business opportunities by communicating them to the relevant internal MSH stakeholders.
26. Ensure effective project collaboration, coordination and internal partnerships with other projects, Centers and Offices to build synergies across programs for maximum impact.


Qualifications Requises

1. MPH, MBA or master’s level degree in related field or equivalent experience.
2. Ten plus (10+) years of progressively responsible, related experience is required.
3. Minimum of 5 years’ experience in managing donor-funded projects from design to implementation to completion in developing countries with some of the experience in Haiti.
4. Proven record of aligning diverse, multi-level teams with project mission and vision.
5. Demonstrated ability to perform at a senior policy level, demonstrated by previous experience in leading the development and implementation of international health sector development programs.
6. Demonstrated leadership and management abilities.
7. Demonstrated ability to lead and guide team in the timely completion of all required reporting and performance deliverables under a multi-million USD contract.
8. As demonstrated by experience, ability to liaise with senior GOH and MSPP officials, USAID officials, university professors and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the Haitian donor community.
9. Familiar with USAID or other USG administrative, management and reporting procedures and systems as required when managing a USAID-funded contract.
10. Prior experience and success in directing similar or larger international donor-funded projects. Demonstrated strategic planning and visioning skills.
11. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
12. Strong interpersonal, oral and written communication, and presentations skills in French (tested FSI R3/S3) and English; working knowledge of Creole is an advantage.
