Primary Function:
Under the direct supervision of the WATSAN Program Manager, the WASH Project Manager I manages the WASH Area Team in her/his respective area and is responsible for ensuring the successful coordination, implementation, monitoring, and reporting of day-to-day WASH activities in his/her respective CRS Community Resettlement and Recovery Program area.
Reporting hierarchically to the WATSAN Program Manager and administratively to the Area Coordinator, the person selected will be responsible for the supervision of water and sanitation activities.
Key tasks and responsibilities:
Supervise and coordinate the logistical site operations for the WASH portfolio
1) Ensure Protection and HIV/AIDS into WASH activities are mainstreamed
2) Track and keep a weekly inventory record of all WASH procured materials stored and/or used on site
3) Coordinate activities between WASH and other CRS sectors, so that WASH activities are well integrated and implemented effectively, and on time.
4) Coordinate and maintain strong relationships with WASH partners in the field
5) Attend WASH coordination meetings (Municipal and cluster groups) within zonal area and provide quality feedback to Area and WASH technical team
6) Develop and implement approved innovative projects with realistic budgets to increase WASH coverage within zonal area
7) Coordinate and apply lessons learned with the WASH team on a monthly basis
8) Advocate for and assist in diverse trainings necessary for the development of the WASH team
9) Supervise, monitor, and execute with field staff WASH monthly and/or quarterly implementation plan, so that WASH targets are met on time and activities are conducted efficiently.
10) Assist the Area Manager to ensure the full involvement of the community, community leaders, and local partners in the overall implementation of WASH project activities.
11) Coordinate with WASH project Managers/Coordinators/Senior Engineers on WASH capacity building trainings needed for community, community leaders, and/or CRS staff.
12) Keep proper records of field expenditures and daily reports to CRS Area Manager and WASH head of department
13) Compile and provide weekly and monthly reports, including inventory reports to CRS Area Coordinator and WASH head of department
14) Follow-up and ensure correct and accurate implementation of CRS WASH contracts
15) Assist the admin assistant on site to maintain correct documentation for CRS WASH processes pertaining to cash for work, labor payments, site material request, purchase orders, waybills, and timesheets.
16) Provide weekly summary progress report on documentation of all processes as part of CRRP weekly reporting.
17) Provide daily technical support to WASH field staff in relation to area of expertise
18) Participate in drafting new proposals of activities, including the technical descriptions and the budget associated with them.

Qualifications Requises

Qualifications:

1) University degree for specific qualification in Water, Hygiene and Sanitation community based experience in one or more other relevant areas (e.g. community development, Public Health Engineering, Environmental Health, construction and rehabilitation, etc.) with two to three years of relevant experience.
2) Additional experience in administrative management is a plus
3) Strong knowledge in community development and mobilization with two to three years of relevant experience
4) Have prior experience in project management
5) Ability to manage partnerships
6) Have a strong understanding of all WASH sub-sector activities and ability to lead them
7) Have prior experience in supervision and leadership
8) Sensitivity and understanding of the cultural norms, needs, and priorities of the Haitian community
9) Ability to work well in a team under different circumstances
