Background to programme
In response to the earthquake that hit Haiti on 12 January 2010, under the co-ordination framework of the International Federation of Red Cross/Crescent Societies, British Red Cross (BRC) is implementing an integrated programme to assist affected communities in an area within Delmas 19 to recover from the disaster. Programme areas include support to livelihoods, shelter, water and sanitation. The programme duration is 3.5 years and will run until late 2013.

Following a joint assessment carried out in Automeca Camp in June 2010, the priority needs identified were shelter and income generation. Many of these residents are now living in Delmas 19 so BRC is focusing its support in this neighbourhood, where it can provide more sustainable solutions to the earthquake-affected community.

The Urban Regeneration and Reconstruction Programme (URRP) covers two areas: neighbourhood regeneration and livelihoods. As part of the reconstruction element of Delmas 19, the objectives are to provide housing assistance and improved communal spaces for the community. The livelihood part of the programme seeks to improve short and medium term economic security both at household level and within the local community. This has so far been done primarily through cash grants, but in Phase 3, BRC will provide follow-up support through provision of savings and microfinance programming to further strengthen business activities, and business development training to improve services, increasing opportunities for employment in the zone.


Fonctions

This position is primarily a coordination role, managing the BRC database team (2 full-time posts plus some surge capacity) and working with the different departments in the URR programme to enable the database to provide essential support to the programme. The manager will coordinate the activities of the team, liaising with the rest of BRC to ensure data is requested, collected, input, analysed and distributed to different audiences and in a timely manner to enable good programme management. She will suggest improvements to the system, including any restructuring of the database to ensure better data integration and access. The manager/coordinator will also facilitate retroactively logging historic information not yet archived. Proven skills in tracking workplan progress is essential.


Qualifications Requises

Education •A degree or equivalent professional experience Professional training in a field relevant to the activities of a humanitarian organisation
Experience and Skills •Proven coordination of a team and project tracking experience
•Relevant managerial experience, directly managing a team of 3+ staff, particularly in a humanitarian/non-profit setting
•Computer literacy in Microsoft Office, especially Excel
•Experience in information management, particularly database design and use
•Experience of capacity building or training staff and other stakeholders to e.g. conduct community surveys and data collection•Experience of directly managing a team of 5+ staff
•Computer literacy in Access, GIS
•Experience of project management
•An understanding of livelihoods, disaster risk reduction, reconstruction or shelter issues in an urban context
•Knowledge of designing and implementing methods of monitoring, recording and evaluating programme activity
Competencies •Strong ability to communicate and relate effectively with staff, community and committee members and people of all social levels and backgrounds, indifferent of religion or ethnicity
•Leadership skills well suited towards staff development, management and leading participatory activities
•Ability to work as a part of a team and coordinate with colleagues and partners

•Belief and commitment to humanitarian values and Red Cross principles and practices Languages•Excellent communication in verbal and written French Ability to communicate in English would be an asset
