Introduction

Pwoteksyon Korék is a two year program established to responsibly phase out of the safety net sector by providing additional capacity to orphanages, nursing homes, and educational centers (referred to as Centers) in the areas of protection, organizational strengthening, and livelihoods. Forty-six Centers throughout three departments of Haiti serving 2,750 participants have been identified to participate in the first year with 23 Centers remaining in the second year. The Protection and Community Program Manager will supervise two Program Officers who supervises a total of 5 Senior Animators, the M&E Officer (administratively), and be the point of contact with IBESR. Under the guidance of the PAS Coordinator, the Program Manager will be responsible for overall management of the protection, community mobilizing, organizational strengthening, and livelihoods activities, provide administrative and reporting support, and coordinate with the M&E team.


Fonctions

SPECIFIC RESPONSABILITIES:

I. Program Management and Administration:
1. Provides technical expertise for CRS and partner implementation of protection activities related to orphanages, nursing homes, and day centers following the goal and objectives of Pwoteksyon Korèk.
2. Responsible for ensuring that the program adheres to the appropriate national and international minimum standards of care and other important guiding principles.
3. Carries out the development of training and supporting documentation, activities, and reports for the protection and community and organizational strengthening and livelihoods activities.
4. Assists CRS’ staff and partners in building capacities and knowledge of human rights, civic engagement, and best practices in child, handicap, and elderly protection issues.
5. Assists CRS’ staff and partners in building capacities and knowledge of elaboration and implementation of administrative, financial and human resources manual and activities.
6. Establishes and follows the reporting guidelines for cases of abuse and is the point of contact with the local authorities
7. Ensures a smooth phase out of the program which includes all aspects of human resources, activities with the partners, material disposition, final reports, etc.
8. Supervises administratively the Monitoring and Evaluation Officer to ensure that all data required in relations to the Pwoteksyon Korèk activities is verified and submitted and supports the development of success stories, satisfaction studies, mid-term evaluation, and final evaluation.
9. Conducts regular monitoring visits to the partners and community activities.
10. Shares information and when possible integrates activities with key CRS Programming Departments, Health, Education, and Livelihoods, Partnership and Accountability to foster increased and creative collaboration.
11. Elaborates the quarterly reports and budget management of Proteksyon Korék.

II. Networking:
1. Under the guidance of the PAS Coordinator, collaborates with USOPS/PQSU in sharing best practices and creating the How-to-Guide.
2. Establishes and maintains professional and productive relationships with other program partners, agencies working in similar sectors, donor community, local NGOs, UN agencies and the Government of Haiti.

III. Supervision:
1. Provides direct ongoing guidance, planning, and caseload support to the Project Officers (programming), administrative support to Project Officer M&E and indirectly to the Senior Animators.
2. Works closely with the Project Officers to ascertain the attainment of the indicators through planning sessions.
3. Implements sound administrative management of IBESR related activities including representing CRS, attending meetings, and providing reports.

IV. Other:
1. Provides support to the administrative and financial tasks related to the protection and community activities
2. The tasks above are representative but do not encompass all tasks that may be required of this position.
3. Ensures staff compliance and adherence to CRS Guiding Principles, strategies, policies and rules and regulations.


Qualifications Requises

 B.A. degree or equivalent preferably Masters related to development (social sciences, child protection, education, grassroots development).
 At least 5 years experience in development programs in a position of responsibility, with at least three years of experience in working the in the field of protection and community mobilizing and organizational capacity/livelihoods.
 Must be detail-oriented and have strong analytical skills.
 Excellent oral and writing capacity in French, Creole with proficiency in English.
 Demonstrated experience in monitoring and evaluation.
 Demonstrated strength in developing activities and reports.
 Excellent facilitation, communication and animation skills for training and community level partners and beneficiaries.
 Demonstrated ability to manage staff, subcontracts, and consultants, and capacity in planning and coordination.
 Self-motivated and solid track record as a team player.
 Good understanding of standard computer programs: Windows, Word, Excel, PowerPoint;
 Willingness to travel to the field up to 40% of the time.
 Flexibility and capacity to work under pressure in a fast-paced environment.
