Introduction
Under the supervision of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will be responsible for overseeing the grant management process for the AKSE Project including preparation and issuance of Requests for Applications, verification of prospective partners’ ability to manage funds and report on progress, certification of compliance with terms and conditions of the Cooperative Agreement and development of capacity building plans for partners. The position supervises directly the Senior Grants Officer, a Compliance Officer and an Organizational Development Officer. S/He will provide guidance and training, as necessary, to all potential sub-grantees on the requirements of the proposal preparation and submission process, financial management requirements and any other administrative requirements flowing from the Cooperative Agreement.. She/He will be responsible for managing the PAMODZI database for grants and contracts.
Fonctions
Grants Management
Design and maintain systems for efficient and effective design and administration of grants, including maintaining filing systems and managing the process. Coordinate the development and dissemination of Requests for Applications and the negotiation of sub-award agreements. Assist in the implementation of the sub-grants, ensure compliance requirements (USAID and CARE) are met and establish outcome reporting measures and documentation. Review accruals and expenditures in the financial system and all financial record keeping. Meet and communicate regularly with the financial analyst on the financial status of the funding and provide feedback to the COP. Work closely with the financial analyst in consolidation of operating budgets from sub-grantees and upload information on PAMODZI. S/He will be the focal point for sub-grantees on grant management and financial aspects (sub-grant agreements, due diligence assessments). Review of sub-grantee budgets, contracts and agreements before signing for approval. Prepare monthly and quarterly reports to donors and ensure proper filing of all reports for auditing purposes. Lead the development of a field grants manual for submission to USAID and update as warranted.
2- Knowledge Database Management
Develop, train and manage information resources, including databases utilized by AKSE, USAID, partner organization, local NGOS and CBOs. Create and manage standardized templates, procedures related to AKSE program, information gathering/synthesis and donor financial reporting. Design and maintain systems for efficient administration of grants, including maintaining filing systems and managing the process of contracting goods and services, preparation of financial reports both internal and external.
3- Work Plan management
Assist with the development and monitoring of AKSE work-plans and Unit-specific work plans. Assemble budget and expenditure information for all AKSE sub-recipients and the finance department and report information to USAID as required.
4- Supervision of Staff
Develop job descriptions and work plans for Senior Grants Officer, Compliance Officer and Organizational Development Officer and evaluate and document their performance on a periodic basis. Ensure that all necessary training is conducted and that supervisees are able to provide support during his or her absence. Ensure performance management,coaching and mentoring of supervisees.
5- AKSE team leadership and other duties as assigned
Participate and lead when appropriate in AKSE team meetings, retreats and workshops. Support the implementation of all AKSE program activities and deliverables. Carry out the functions of the COP in her/his absence.
Qualifications Requises
• Bachelor's Degree in Business Administration or Social Sciences
• Masters Degree in Business Administration or Social Sciences, social work, or public policy preferred.
• Minimum of 5 years experience in managing international donor grants programs.
• Previous experience managing USAID funded grants and thorough knowledge and understanding of USAID Rules and Regulations
• Experience managing a diverse team in an international environment.
• Experience working in Haiti in programs that address child protection or gender-based violence
• Expertise in contract management and budgeting
• Strong project management and organizational skills
• Strong analytical and presentation skills
• Detail oriented and results driven
• Strong communication and interpersonal skills, and the ability to develop excellent relations with Haitian counterparts.
• Familiarity with Microsoft applications, including Word, Excel and Outlook
• Fluency in written and spoken English and French
• Proficiency in Creole
• Expertise in capacity building and institutional development
• Experience in Advocacy campaigns

Prime responsibility is related to the area of grants management, and reporting
