The purpose of the job is to lead and manage the Implementation of the project “Improving Livelihood and Sanitation of Croix-des-Bouquets district. The project aims to support the municipality of Croix-des-Bouquets to improve the sanitation environment of the district. The
The job holder will be responsible for the overall coordination of the project components, ensuring that the targeted outputs and results are achieved in a timely manner and in accordance with Islamic Relief policies and procedures, project proposal and donor requirements.

KEY OBJECTIVES
• Ensure that the project is implemented according to contractual obligations with donors, project goals and objectives and timelines
• Lead and manage staff members reporting to this position, set objectives and monitor implementation and workload
• Represent IRH in all meetings related to WASH including the cluster through management and coordination of relations with beneficiary communities, local government institutions like DINEPA, Ministry of Environment, MSPP, etc. and other humanitarian agencies.
Key Roles and Responsibilities:
1. Prepare a revised Implementation work plan for the project showing programmatic as well as required resources for procurement, finance and human resource/recruitment.
2. Ensure that minimum standards in construction, drilling, health promotion and water quality are met; oversee revision to construction designs and for platforms and water distribution systems.
3. Oversee requisition requests and procurement of project materials, equipment and develop TORs and scope of works for contractor’s recruitment.
4. Manage contractors, sub-contractors and service providers implementing the project. Monitor performance (quality of works, workmanship and implementation plans); Request payments at different stages of project implementation; Ensure preparation of completion certificates.
5. Ensure preparation of the project monitoring plan and ensure that periodic monitoring is done
6. Assist in revising reporting formats for the project activities; prepare internal and donor monthly, quarterly and final reports;
7. Organize periodic project review sessions where staff reflect on achievements and improvements-document and share experiences for learning purposes.
8. Represent IRH with key partners in local government, NGOs, Donor, UN agencies in WASH Cluster and other field Coordination meetings
9. Ensure that the Head of Programmes is kept informed of project developments, draw-backs and non-compliances of contractors and service providers.
10. Ensure that different WASH committees are in place as stated in the project proposal
11. Lead the call for tender for the rehabilitation of the market buildings.
12. Any other duties assigned by the Head of Programmes.

• University degree or its equivalent in (Civil, Water or Public Health Engineer)
• Professional experience in the design, implementation, monitoring and evaluation, reporting of WASH projects and programmes
• Hands-on experience in the design and implementation of water supply systems network, and other low-cost approaches in water supply and sanitation facilities.
• Experience working for INGOs, government water and sanitation institutions or UN system in the same field;
• Experience coordinating projects with INGOs, Government institutions, donors and other stakeholders,
• Fluency in spoken and written French with good English communication skills.
• Being aware of the SPHERE standards
• Familiarity with water and sanitation related technical tools and equipment
• Strong managerial, coordination and negotiation skills with stakeholders; good financial skills

• A minimum 4 years of experience in coordinating WASH engineering project



• 2 Years in working with humanitarian aid organisations, preferably INGO



• Experience in working government entity and local authorities.
