Introduction

Catholic Relief Services provides relief and development assistance to the poor and marginalized in more than 100 countries. CRS has been working in Haiti since 1954. In response to the January 12, 2010 earthquake, CRS and partners developed a comprehensive program to support recovery in earthquake-affected areas. CRS’ Community Resettlement and Recovery Program (CRRP) aims to assist up to 25,000 households affected by the earthquake to resettle and reestablish their lives in their communities of origin. The program is implemented in the urban communities of Carrefour, Solino, Christ Roi, Pétionville, and Mais Gate in the greater Port-au-Prince metropolis. In 02/2013 CRS started a new initiative in Martissant Grand Ravine in collaboration with another internal NGO, Concern Worldwide. The objective of this initiative is to facilitate the resettlement of 2010 displaced and vulnerable households through improving access to housing, livelihoods, and WASH facilities. CRS will especially be responsible for building houses, market places and waste collection points, as well as rehabilitating the ravine and roads.

CRS is seeking the help of a senior Project Manager, in order to take the overall leadership of the project.


Fonctions

Responsibilities:
1. Implementation and Program Quality: Responsible for the management (financial, programmatic, reporting, coordination) of EC Martissant initiative ensuring that the activities are implemented in a timely, cost effective, and quality manner. Under the supervision of CRS Housing and Community Infrastructure Coordinator and with technical support from CRS Engineering and Construction (E&C) in charge of infrastructure designs, contract management, design and engineering cost estimates, prefabrication, quality assurance, ensure that EC Martissant initiative adheres to norms of sound design and construction. Supervise the implementation of community based activities (from beneficiary selection to project evaluation). Ensure the overall compliance with agreed timeframe, the maximum community contribution in the construction process, and compliance with donor regulations. Prepare internal and donor progress and final project reports.
2. Monitoring and Evaluation: Coordinate, plan, supervise and undertake site assessments. In conjunction with Partner and CRS department of E&C and the local authorities, assess the suitability of sites for housing and community infrastructure construction, referring to national and international standards. Working closely with M&E and DMER staff, ensure the development and implementation of assessment and evaluation tools and overall planning of activities. Conduct regular monitoring and submit timely feedbacks to CRS and counterparts.
3. Program Growth: If needed, support responses to growth opportunities that meet identified needs in the area. Such work may include assessments, proposal development and review, as well as networking, particularly with the Government of Haiti, public donors (European Unions) and other actors.
4. Staff Management: Supervise and monitor the work of Project Engineers, Community Liaison Officers and M&E Officer ensuring that each staff has specific, measurable and achievable goals; as well as ensure performance appraisals of the staff.
5. Learning and Capacity Building: Identify learning needs of CRS staff as a means of building lasting capacity and ensuring quality program implementation. Ensure strong communication and coordination with the Partner, sharing of lessons learned in the community Platform. Take the lead in documenting learning and success stories.
6. Managing Change and Program Strategy: Together with the Head Of Programming (HOP), the HCI Coordinator and partner, ensure regular review and updating of the EC Martissant project based on ongoing analysis of the humanitarian and developmental needs within the targeted location.
7. Financial and Resource Management: Work in coordination with the HCI Coordinator, CRS Finance department and Management Quality teams to ensure stewardship of resources and appropriate budget management of projects.


Qualifications Requises

Qualifications:
- A degree in a Project Management-based discipline including, Business Administration, Construction Management or related technical field, or equivalent professional experience in the building trades.
- A minimum of Ten years in the Field of Project management and/or construction experience, including a minimum of Five years’ experience managing housing construction projects.
- Previous experience with managing EC projects a string advantage.
- Experience in community development, community mobilization, or similar self-help initiatives, and a desire to maximize integration of program delivery, is preferred.
- An interest in and ability to build capacity in implementing teams, and community bodies, with a focus on community participation.
- Ability to work in partnership with local communities and NGO.
- An awareness of local construction technologies and materials.
- Excellent communication and negotiation skills. Ability to read, analyze and interpret administrative reports, technical procedures, or government regulations.
- Ability to write reports and respond to questions from CRS senior management and Partner.
- Strong financial skills and Management are effectively preferred.
- Fluency in English (both spoken and written). Proficiency in French and Haitian Creole.
- Proficiency with MS Office applications including Word, Excel, Outlook and MS Project
- Self-reliance and an ability to work in a challenging and demanding environment, under supervision.
- Awareness, sensitivity and understanding of cross-cultural issues particularly in representing a US based Catholic agency and Partners.
Mental / Physical Requirements:
1. Must express thoughts and ideas by spoken and written word; listen effectively.
2. Must be able to work prolonged hours in difficult area.
3. Ability and willingness to walk up and down on hilly areas.
