Introduction
The Monitoring, Evaluation and Program Quality Control Officer will provide overall leadership to all projects M&E, including designing and managing appropriate M&E systems for all projects, maintaining routine monitoring and reporting system, data collection, ensuring data quality, documenting and disseminating project results for staff, partners, beneficiaries and headquarter, ensuring timely reporting to donors and good quality of programs implementation.
Fonctions
• Lead the development and implementation of programs M&E systems, strategies, frameworks, performance monitoring plan to capture outputs, indicators, target, results and establishing baseline data to make sure that activities are carried out according to established project goals and objectives
• Lead capacity building of programs staff and local partners to participate in and lead, as needed, monitoring and evaluation of project activities, and data use for programmatic decision-making
• Lead documentation and dissemination of project results, successes, challenges, lesson learned, retro alimentation, including timely reporting to headquarter and donors
• Provide technical leadership and guidance to WRH in designing baseline and M&E component for all new proposals
• Assist in the preparation of annual operational plan, long range strategic plan
• Supervise M&E staff
• In collaboration with program and finance staff, ensure that necessary M&E planning, budgeting, expenses tracking and management activities occur to facilitate smooth and efficient program functioning.
• Represent WRH in all M&E related professional forum
Qualifications Requises
• Make regular field visits to assess the progress of activities in the field
• University degree in Economy, Agro-economy or Development Sciences related field
• At least 5 years of applied skills in designing and implementing M&E activities, including data collection, analysis, development of reports, and programs quality control.
• Experience in guiding monitoring efforts for multi sectorial programming
• Strong computer skills, including competency in the use of Microsoft Office and ability to process and analyze data using one or more statistical software packages
• Fluent in written and spoken French and English
• Ability to drive a vehicle in rural areas desired
• Initiative, high sense of responsibility and ability to plan, train, organize and supervise the work of others
• Ability to work with minimum supervision and to deal with problems and issues both promptly and efficiently
• Ability to communicate clearly, both orally and in writing
• Flexible / motivated and team player
