Introduction

The Health Commodities and Logistics Manager will coordinate with the main actors involved in the Haitian National Supply Chain (SCMS – PROMESS) to ensure constant availability of a range of health commodities to the health institutions of its network (MSH/SDSH II). Health commodities include but are not limited to essential medicines, antiretroviral, laboratory commodities and equipment, etc.


Fonctions

- Participate in periodic assessment of health commodity management at selected health institutions. Together with the Project Laboratory manager, collaborate with the partners in charge of the commodities supply chain to address identified issues for the improvement of commodity management. Provide proper support to health institutions’ staff.

- Plan, organize meetings and sites visits to evaluate and monitor progress and take appropriate follow-up decisions.

- Provide jointly with the Project Laboratory manager technical guidance to ensure that overall drugs and laboratory commodities management at sites follows respective national guidelines and comply with all regulatory requirements.

- Verify the timely submission of consumption reports to the suppliers. Ensure validation of reports prior to final submission to suppliers.

- Collect, synthesize and transmit data and information related to commodities utilization for programmatic planning purposes at the network and central level.

- Establish and maintain constant relationships with appropriate government institutions involved in health commodities management, i.e. LNSP, DPM, CDAI, other partners involved in HIV/AIDS program, SCMS, etc.

- Other tasks as assigned by immediate supervisor.


Qualifications Requises

- Knowledge of national guidelines and policies for drugs, laboratory quality management system.

- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.

- General knowledge of laboratory tests and techniques required for the diagnosis and monitoring of Infectious Diseases, in particular HIV/AIDS, Tuberculosis, Cryptococcus and Malaria. - Language skill: fluency in written and spoken French; minimum knowledge in written and spoken English.

- Demonstrated ability to implement total laboratory quality management system. - Excellent computer skills with minimum of Microsoft word, power point and excel.

- Ability to work under difficult conditions with minimum supervision


Conditions particulières

Mandatory: Bachelor degree in Pharmacy or in Laboratory Science from a recognize University.
Experience
Essential: At least three years of documented experience in drug and/or laboratory management in a reputable institution. In-depth experience with drugs, laboratory equipment, reagents and consumables required for the above infections. *Only selected candidates will be contacted.
