UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities. The SEED project supports female-headed micro- and small enterprises (MSEs) in Port-au-Prince with business development training and small grants to improve the management and profitability of their businesses.
UMCOR - Haiti is currently seeking a national Accountability Officer Consultant for the SEED project. The position is based in Port-au-Prince with daily travel within the metropolitan area.
The Consultant will be required to work 30 hours per week and will not be eligible for benefits. He or she will function as an independent member of the SEED project team and will report to the Livelihoods Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.
Fonctions
Responsibilities:
The Consultant’s responsibilities will include, but are not limited to:
Beneficiary eligibility verification: Carry out household visits and interview potential beneficiaries to verify the information that they have provided on questionnaires, which determines their eligibility for participation in the SEED project.
Training monitoring: Monitor the training provided by UMCOR staff to SEED beneficiaries to ensure thoroughness, consistency, quality, technical soundness, and professionalism.
Management of beneficiary complaints: Collect project-related complaints from beneficiaries in a confidential manner and share complaints with UMCOR’s Head of Mission and Senior Grants Manager. Also, ensure that complaints are addressed in a timely and thorough manner by UMCOR.
Reporting: Make regular reports to UMCOR’s Livelihoods Coordinator on findings relating to information verification and training monitoring, including written reports of qualitative observations and recommendations.
Other duties as assigned by the Livelihoods Coordinator.
Qualifications Requises
Must have:
A University degree in business, entrepreneurship or a related field, and two years of experience working with international or local development organizations, preferably including experience working on MSE development
OR
A minimum of 4 years of experience implementing MSE support or microfinance programs for international or local development organizations
AND:
A strong record of experience as a trainer, preferably including experience training on basic business concepts and financial literacy
A knowledge of basic microenterprise concepts
Prior experience with project monitoring, including data verification
Prior experience carrying out household surveys and interviews with target groups
A high standard of personal integrity and accountability, strong work ethic, and ability to function independently
Strong interpersonal skills and demonstrated comfort working with vulnerable populations; and
Good written and spoken English language skills
