Introduction
Chemonics International Inc., a leading international development firm, with extensive experience implementing USAID-funded programs in Haiti, seeks to recruit talented individuals for the upcoming Services de Santé de Qualité pour Haiti (SSQH) project funded by USAID/Haiti. The overall purpose of the three-year (with the option of a two-year extension) SSQH project is to improve the health status of the Haitian population. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels (particularly in rural or isolated areas); (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
The SSQH project is expected to be based in the north, south and center of the country.
We are currently recruiting for the following positions:
Fonctions
Chief of Party (COP)
The COP is expected to:
1. Lead and manage the project including tasks such as (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other projects.
2. Serve as Chemonics’ official representative of the project and maintains communication between all relevant parties, including appropriate officials from the Ministère de la Santé Publique et de la Population (MSPP) and the USAID Contracting Officer’s Representative (COR). Partner with the COR to develop plans and coordinate efforts with donors to support local project activities.
2. Coordinate the scopes of work for the project’s partners to leverage USAID investments to mobilize the local private sector and civil society in support of social services; challenge traditional approaches for financing health care; and help channel Haitian expertise and creativity into the social sector.
3. Facilitate ongoing communication with the leadership of MSPP management (including the Minister, DG, and their respective cabinets).
Qualifications:
• Minimum of a Master’s Degree, ideally in Administration or related area
(exceptional relevant experience, which includes a minimum of 15 years managing the
implementation of development assistance programs may be considered in lieu of an
advanced degree);
• Minimum of 15 years’ experience working in the health sector and successfully
managing a high-pace multi-disciplinary team to achieve development results;
• Minimum of 5 years’ experience in managing donor-funded projects from design to
implementation to completion in developing countries preferably with some of the
experience in Haiti;
• Minimum of 3 years’ experience in the management of a results-based financing program
in public health;
• Demonstrated ability to perform at a senior policy level, demonstrated by previous
experience in leading the development and implementation of international health sector
development programs;
• As demonstrated by experience, ability to liaise with senior GOH and MSPP officials,
USAID officials, university professors and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the Haitian donor
community.
• Demonstrated ability to lead and guide team in the timely completion of all required
reporting and performance deliverables under a multi-million U.S. dollar contract;
• Required to have strong interpersonal, oral and written communication, and presentations
skills in French (tested FSI R4/S4) and English; working knowledge of Creole is highly
desired;
• Be familiar with USAID or other USG administrative, management and reporting
procedures and systems as required when managing a USAID-funded contract;
• Demonstrated ability to foster team work and to work as a team member.

Technical Director:
Technical areas of focus include service delivery, HIV/AIDS, TB, family planning/reproductive health, maternal and child mortality and nutrition, health systems management, health financing, health policy, health supply chain logistics, health monitoring and evaluation or epidemiology, institutional capacity-building, and decentralization. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Qualifications:
• A medical degree (doctor or nursing) or Master’s in Public Health;
• At least 10 years’ experience in the field of primary health care with in-depth technical
knowledge of implementing maternal and child health, family planning, HIV/AIDS and
other infectious disease programs;
• At least 5 years’ experience in managing donor-funded projects and in the design and
implementation of overseas health projects; preferably in the Caribbean;
• Minimum of 3 years’ experience in the management of a results-based financing
program in public health;
• The ability to perform at a senior policy level, demonstrated by previous experience in
leading the development and implementation of primary health care programs;
• The ability to liaise with senior MSPP officials and dignitaries, executives of NGOs,
FBOs, CBOs, the for-profit business community, and senior members of the Haitian
donor community;
• Strong oral and written communication and presentations skills in French (tested FSI

Administrative and Financial Officer
The Administrative & Financial Officer has a combined role of managing all sub-agreements under the contract as well as managing all financial aspects of the contract. This position shall serve as the principal point of contact to USAID in these areas.
Qualifications:
• At a minimum a Bachelor’s Degree in Business Administration, Finance, Commerce or related field. Extensive experience in managing grants or contracts for NGOs or private and voluntary organizations (PVOs) may be substituted in lieu of a Master’s Degree in Business, Administration or Commerce;
• Experience and knowledge in fiscally managing all aspects of a large multi-million US dollar contract funded by USAID;
• Strong oral and written communication and presentations skills in French (tested FSI R3/S3) and English; working knowledge of Creole is preferred but not essential;
• Seven years of progressively responsible work experience in managing small grants with international health NGOS and/or PVOs, preferably in the Caribbean;
• Strong understanding and experience with USAID or other USG acquisition and assistance instruments, policies and procedures and requirements;
• Skill in organizing, tracking and monitoring resources and establishing priorities;
• Ability to gather data, compile information and prepare reports;
• Strong skills in word processing and Excel spread sheets;
• Demonstrated ability to foster team work and to work as a team member.

Monitoring & Evaluation (M&E) Specialist
The Monitoring and Evaluation (M&E) Specialist is expected to be responsible for the overall M&E portfolio.
Qualifications:
• An advanced degree in statistics, quantitative/qualitative data analysis or management, public health administration, program management, or relevant degree;
• 10 years’ experience in the field of M&E of health projects with some technical knowledge of implementing maternal and child health, family planning, HIV/AIDS and other infectious disease programs, as well as knowledge of monitoring results-based financing programs;
• At least 5 years’ experience in collecting, analyzing, and managing donor funded project data of health projects;
• The ability to influence program policy and operational decisions, demonstrated by previous experience in leading the development and implementation of M&E frameworks and tools;
• Strong oral and written communication and presentations skills in French (tested FSI R3/S3) and English; working knowledge of Creole is preferred but not essential;
• Strong skills in word processing and Excel spread sheets;
• Familiarity with USAID or other USG administrative, management and reporting procedures and systems;

The Environmental Compliance/Healthcare Waste Management Specialist will be responsible for: developing environmental reporting plans, ensuring environmental compliance procedures and regulations are streamlined through program implementation, screening project activities for environmental mitigation measures, and developing and ensuring proper healthcare waste management processes and procedures.
Qualifications:
• Bachelors degree required, advanced degree preferred, or equivalent combination of education and work experience in a relevant field such as Environmental Science, Environmental Planning, Public Health, or related field;
• Minimum of five years of demonstrated experience conducting environmental assessments and supporting medical projects with a focus on healthcare waste management;
• Minimum 5 years of Water, Sanitation, and Hygiene (WASH) project experience;
• Experience with USAID environmental regulations and policies, particularly Environmental Regulation 216;
• Experience working with local government authorities on environmental compliance and/or waste management;
• Knowledge of Haiti and previous work experience interfacing with local entities preferred;
• Fluency in French and Haitian Creole required, English preferred.

Commodity and Logistics Specialists
The Commodity and Logistics Specialist will work closely with all senior technical staff and serve as the point of contact for all commodity procurements and logistical support for project activities.
Qualifications:
• BA/BS in relevant field, Master's degree preferred;
• Minimum 5 years of procurement management and logistics experience;
• Thorough working knowledge of USAID policies and procedures governing contracts and procurement including AIDAR and FARs;
• Demonstrated professional excellence with strong communication skills and writing ability;
• Ability to work across various cultures and work with senior-level personnel;
• Knowledge of Haiti and previous work experience interfacing with local entities preferred;
• Fluency in French and Haitian Creole required; English preferred. ,

Laboratory Specialists
The Laboratory Specialist will provide leadership and technical assistance in support of research with laboratory related issues.
Qualifications:
• A Bachelor of Science in Applied Biology (Microbiology), Virology, Medical Laboratory Technology or related science (medicine, biology or chemistry) is required;
• At least three years experience in a clinical health or public health laboratory setting is required;
• Knowledge and experience in advanced laboratory techniques is required including knowledge of the laboratory procedures and management for HIV/AIDS diagnostics and associated technologies;
• Good oral and written communications skills are required;
• Ability to gather data, compile information and prepare reports;
• Knowledge of USAID and USG administrative, management and reporting procedures and systems;
• Fluency in French and Haitian Creole required; proficiency in English is preferred.

Communications Officers
The Communications Officer will serve as principal point of contact for all editorial, media, communications and marketing efforts.
Qualifications:
• A Bachelors Degree in Communications or Related Subject;
• Demonstrated knowledge of USAID and USG administrative, management, and reporting procedures and systems.
• A minimum of 4 years experience in writing, photography, and video (knowledge of other media software is preferred);
• Previous experience of professional public communication;
• Excellent writing and communication skills;
• Fluency in French and Haitian Creole required; proficiency in English is preferred.
