Introduction

The Monitoring and Evaluation (M&E)/Research Advisor will provide overall leadership to all project M&E and research activities and M&E staff for all program areas, including designing and maintaining routine monitoring and reporting system, data collection, operations research, ensuring data quality, documenting and disseminating project results for Jhpiego staff, partners and funders, and ensuring timely reporting to USAID. S/he will design and manage an M&E system to establish M&E frameworks for a large integrated health program, develop PMP and develop M&E reporting frameworks for subcontractors. S/he will participate in capacity building of local organizations and Jhpiego field staff in M&E.


Fonctions

Leadership
• Lead the development and implementation of a robust performance monitoring plan that includes outputs, indicators, target and establishing baseline data
• Lead the development of project M&E strategies, frameworks, to capture project performance and results and in support of the USAID M&E system.
• In collaboration with program staff and counterparts, ensure implementation of M&E strategies and frameworks
• Lead capacity development of program staff, project counterparts and regional collaborators and/or subcontractors at all levels to participate in and lead, as needed, monitoring and evaluation of project activities, and data use for programmatic decision-making
• Provide leadership in application of Jhpiego M&E standards
• Lead documentation and dissemination of project results, successes, challenges and lessons learned, including timely reporting to USAID
• Provide technical leadership and guidance to technical and program staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting

Management
• Oversee Jhpiego M&E field staff
• Write/review technical components of materials, publications, and progress and annual reports as appropriate
• In collaboration with program and financial staff, ensure necessary budgeting and help track M&E budgets related to project and activity budgets
• In collaboration with program staff, ensure that necessary M&E planning, budgeting, and management activities occur to facilitate smooth and efficient program functioning.
• In collaboration with project management, identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information for project management, staff, and colleagues
• Represent Jhpiego in professional circles and develop/ maintain excellent relationships with Jhpiego staff, donor, MOH, subcontractors and partners.


Qualifications Requises

• PhD in public health or related field
• At least ten years of applied skills in designing and implementing monitoring and evaluating activities and operations research/ special studies for reproductive health and family planning related programs, including development of reports and data analyses, overseeing data collection at various levels to ensure accuracy and clarity of data interpretations and definitions
• Experience in supervising monitoring efforts for large, publicly-funded projects
• Experienced in integrating M&E demands and expectations of USAID missions into the overall M&E design of a program
• A firm command of M&E issues related to family planning and reproductive health programs, including key indicators for service delivery, contraceptive security and advocacy/policy
• Ability to analyze PMP data, use data to monitor and evaluate project progress, and make recommendations on needed adjustments
• Demonstrable analytical skills and experiences to identify, manage analysis, synthesis, documentation and dissemination of lessons learned, e best practices and state-of-the-art approaches to be utilized by the project and shared with a range of stakeholders
• Areas of expertise should include monitoring and evaluation of USAID programs at the community and national levels, capacity building in M&E, routine health information systems, facility survey design and application, data quality assessment and applications of research and evaluation finding
• Experience in the development of strategic and tactical plans in collaboration with others (stakeholders) who may represent a wide range of interests and needs
• Strong background in a range of applied research and monitoring and evaluation techniques in health programming, including qualitative and quantitative methods and analysis, experience designing and conducting operation research studies, and the relationship of information systems to program, field, and global initiatives
• Strong writing and organizational skills for reporting on program and study results
• Areas of expertise should include monitoring and evaluation of USAID programs at the community and national levels, capacity building in M&E, routine health information systems, facility survey design and application, data quality assessment and applications of research and evaluation finding
• Extensive knowledge of and experience in the international health program development field; knowledge of international and U.S. donor agencies and private sector foundations
• Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
• Fluency in written and spoken English and French
• Relevant experience working in Haiti
