Introduction

To provide a professional procurement service to the SCMS project; ensuring that SCMS procurement policies and operating procedures are followed in the purchasing of quality assured commodities to target timescales at a competitive price


Fonctions

Purchasing
1. To purchase health goods and equipment in compliance with aid donor regulations, end user requirements and appropriate procedures and standards of ethical procurement, through the following
Sourcing
1. Clarify specifications with client/technical specialists to fully understand requirement
2. Identify sources to meet specification local and international sources
3. Ensure all commodities meet quality standards and pass USG/FDA tests of Quality, Efficacy and Safety Coordinate procurement activities of SCMS in liaison with PMO and in country teams
4. Contribute to the ‘request for waiver’ process
5. Contribute to Registration database, appraise supplier performance and manage the relationship with suppliers
Bidding
1. Prepare and issue tender documents
2. Evaluate tenders based on PFSCM SOPs, taking into consideration relevant criteria and ability to comply with terms and conditions.
3. Make recommendation and confirm order with the in country client
4. Negotiate cost reductions with suppliers where appropriate
Contract Management
1. Prepare purchase order
2. Liaise with Supplier as well as Shipping/Delivery Coordinator as necessary to ensure timely collection from suppliers, shipping and delivery as well as collection of proof of delivery (POD).
3. Ensure entire procurement file is uploaded to Knowledge Tree as outlined in PFSCM SOPs.
4. Check supplier invoices and arrange payment.
5. Resolve post contract complaints and issues
Client Relationship
1. To maintain an on-going relationship with the client and all stakeholders, keeping them informed, responding to needs and developing solutions.


Qualifications Requises

1. Bachelor’s degree in Procurement or related field, or equivalent experience
2. Professional procurement qualifications desirable
3. At least 3 years procurement experience, at the federal acquisition regulations desirable
4. Some experience in procurement of health commodities
5. Must be able to communicate in French/creole and English
6. Capability to use Microsoft office and some application related to procurement
