In the framework of USAID’s technical assistance to the DPM/MT, the principle task of the Pharmaceutical Policy Advisor is to bring support to the coordination of the DPM/MT’s priority efforts targeting the strengthening of the regulatory pharmaceutical system, including coordination with technical assistance agencies engaged in the revision of the National Pharmaceutical Policy; review of the pilot study of the law; pharmaceutical regulation; registration and inspection of medicines; and all other priority activities favoring the accessibility, quality, and effectiveness of medicines.
Fonctions
Under the supervision of the Director of the DPM, the Pharmaceutical Policy Advisor will be responsible for the following:
• Assist the DPM/MT in the coordination of activities relating to the revision of the pharmaceutical policy document.
• Identify and engage local and international stakeholders in activities to update pharmaceutical
regulation and law.
• Assist the DPM/MT in the coordination of efforts tied to the development of a strategic
pharmaceutical plan.
• Support the DPM/MT for rationalization of the medicines registration system, guaranteeing
registration of priority products.
• Participate in information-gathering activities necessary to inform the development of the
strategic pharmaceutical plan and the revision of the policy, law, and pharmaceutical regulation document.
• Implement a procurement system unique to medicines and inputs in collaboration with the Logistics Advisor, assist the DPM/MT to.
• Assist the DPM/MT in the coordination of technical assistance to update the organigram and to revise the DPM/MT’s functional procedures.
• Assist the DPM/MT in the coordination of technical assistance to conduct an evaluation of human resource capacity in the pharmaceutical sector.
• Undertake any other tasks as necessary.
Qualifications Requises
1. A university diploma in a health sciences discipline (for example: medicine or pharmacy) and a Master degree in public health or public health administration. Specialized study and/or training in medicines policy would be advantageous
2. Proven experience in the domain of pharmaceutical management at the national level.
3. In-depth knowledge of the health system, laws, and current regulations in Haiti.
4. Capacity to work in a multidisciplinary team.
5. Competencies in the use of information tools and good mastery of Microsoft software.
6. Good mastery of French and English.
