The primary purpose of this position is to manage CARE/AKSE’s public relations, development outreach and communications processes.
This is a specialist position with responsibilities that are complex and multi-sectoral, involving the facilitation of relationships between governmental, nongovernmental and private-sector entities to deal with how the press understands and reports CARE/AKSE approaches and results for the Republic of Haiti’s development challenges.
The Senior Communications Officer is responsible for developing, updating and implementing CARE/AKSE official communication strategy. S/he ensures that a clear and consistent message is transmitted to the general public and partners. S/he ensures strict compliance with USAID’s branding and marking regulations.
The Senior Communications Officer will also be responsible for coordinating and managing the development and production of communication materials for the AKSE project, including a photo library. S/he will serve as a liaison to the local and national media. S/he will work closely with AKSE senior management to develop a range of communications and presentation materials/tools to convey AKSE’s objectives to a diverse audience to ensure project visibility. The Senior Communications Officer will report directly to the Chief of Party and will regularly support the Chief of Party in developing key points and talking points for senior management for addressing external audiences.
Fonctions
• In cooperation with USAID and AKSE consortium partners (CARE Haiti, Plan International and Save the Children), lead the development and implementation of a communications strategy for the project.
• Work closely with USAID Communications Department on the dissemination of important messages and announcements related to AKSE.
• Writing and editing all documents for external and internal audiences such press notes, newsletter, brochures, key messages, talking points, factsheets, articles and strategy documents.
• Participate in working groups and/or meetings with partners to plan, coordinate and execute communication materials and campaigns related to special or commemorative events.
• Draft success stories and reports on the status of major initiatives within the AKSE project for distribution to USAID.
• Conduct training of AKSE staff, particularly new hires, on the communications strategy and general media relation and ensure strict compliance with AKSE’s marking and branding strategy.
• Serves as the point of contact on all media matters and respond to, prioritize and coordinate media and partner requests. Act as a spokesperson where appropriate and as agreed by AKSE Chief of Party.
• Responsible for the development of human local interest stories and best practices from the project for dissemination via various modes of media outlets.
• Ensure that all documents are in compliance with AKSE marking and branding standards.
• Work with partners to ensure the visibility of USAID and AKSE consortium members in execution of activities in the field.
• Responsible for the development and management AKSE’s portion of the CARE Haiti website and Google Group account. Regularly keeping content up to date and appropriate.
• Monitor print and electronic media for mentions of AKSE or other topics of interest as it relates to AKSE.
• Coordinate and host donor guests and other visits to AKSE program sites.

Qualifications Requises
• Degree level qualification or equivalent, preferably in a communications related subject. ; Or demonstrated professional expertise from experience.
• At least 2 years experience working in the field of communications and ability to demonstrate knowledge of a broad range of communications activities – media, websites, print) radio, television and social (online) media.
• Proven and demonstrable experience of editing and producing publications.
• Demonstrated representation skills and Confidence to represent AKSE externally including public speaking as necessary.
• Excellent writing, computer, and organizational skills and photo editing software etc.
• Communicates in a clear, articulate way in both speech and writing, in English, French and Creole.
• Demonstrate strong interpersonal skills.
• Experience as a spokesperson.
• Background in development is desired but not essential.
