Introduction
The Programme Support Officer is expected to support in the capacity building of CBM programme staff and partners in the area of financial management, general administration and documentation.
The Programs Support Officer is a member of the Finance and Administration Team of CBM program in Haiti but would also have technical reporting relationship with the Head of programs.
The Program Support Officer shall follow guidelines, manuals and instructions of CBM to ensure partners understand CBM policies and procedures and shall apply these policies in the utilization of CBM funds.
The Program Support Officer is located at the country office in Port-au-Prince with regular travel to the different partner locations.
Fonctions
1. Financial Management & Administration
•Supports CBM Partners in maintaining efficient financial control (of cash flows, local payment, etc), accountability standards, procedures and records;
•Support CBM Program Managers in preparation of budgets, updating of program files and monitoring of financial management activities of partners.
•Ensures financial management policy and guidelines are followed by partners in all locations;
•Is involved in proposal development for donors to ensure proper financial reporting;
•Advises the Program team on financial management;
•Support Head of Finance in the preparation of monthly budget versus actual reports for the attention of program Managers.
•Follow up on all request for funds for partners and ensure all requests are supported by the necessary documentation in line with CBM policies.
Capacity building staff & local partners
•Build capacity of the programme staff in the country office through on-the-job training as well as workshops;
•Indicates training needs of partners and programme managers and advices Head of Programmes on possible trainings for the programme staff.
•Build capacity of CBM partners in finance/logistics/HR/admin processes;
Qualifications Requises
Knowledge
• Knowledge of financial administration, logistic procedures and HR-administration;
Experience
• Experience in financial administration
• Extensive experience in capacity building of partners
• Minimum of 2 years of relevant experience in a similar position with an international organization within Haiti;
Skills
• Social and communicative skills for coaching and leadership;
• Written and oral expressions skill for writing manuals etc and reporting;
• Required: English, French and Creole;
• Able to organize means and staff to reach goals (hands-on mentality);
Attitude
• Result focused and persistent to reach goals;
• Team player to be able to manage and to be a member of a team;
• Cost-conscious to reach financial targets and guard budgets
