Introduction

J/P HRO is a non-profit organization dedicated to help lift the nation of Haiti out of the rubble and give the Haitian people a better life, is seeking experienced professionals for several exciting opportunities as part of its response to the 2010 Haiti earthquake.


Fonctions

The Program and Organizational Development (POD) Department, which comprises 3 units (the Program Development, Monitoring and Evaluation and Organizational Development units), was created in January 2012.
In 2013, the Program and Organizational Development Department will cover a wide array of responsibilities as J/P HRO’s vision strives at getting the department’s three components working in a more integrated fashion. Indeed, the department’s new structure and staff additions to the team will allow these three components to work hands in hands: while Program Development / Grant Management will foster and manage relationships with current founders as well as prospect donors, Monitoring & Evaluation will follow up on program activities and financial information. Both components will work hands in hands. The Program Development / Grants Officer will lead the Program development component and will oversee the Grants officer(s):
- Act as the entity which is proposal team leader and/or writer for proposals, in coordination with the Director of Program Development in the US.
- Devise the work plans for proposal development, with detailed activities and schedules and ensure that schedules are adhered to
- Responsible for Grant and Funding Research
- Write donor proposal
- Review competitive proposals for adherence to solicitation requirements
- Support the facilitation of best and final offer negotiations, this may include negotiation of terms and conditions of awards, revisions to grant proposals and budgets
- Foster donor relations
- Coordinate with Program Managers as well as with Finance staff and programs to develop budgets and facilitate discussions around costs and budgets
- Represent JP in donor meetings, in conjunction with POD Manager and / or Program Managers
Funding research

- Responsible for Funding Research
- Research grant opportunities on a regular basis
- Liaise with donor organizations to get grant-related information as needed
- Provide timely advice and information on funding opportunities, requirements and procedures
- Lead the development of Proposals, in coordination with Program Managers and the Director of Program Development in the US. This includes, but is not limited to the conception of a work plans for proposal development, with detailed activities and schedules and the enforcement of the established schedules; the coordination with Program Managers and Finance staff to develop grant budgets; the reviewing of proposals to ensure adherence to solicitation requirements

Proposal Writing

- Formulate grant proposals and coordinate the appropriate contributions from the different program departments : coordinate the collection of relevant information from J/P HRO program teams for proposal preparation and edit draft proposals for accuracy, completeness and clarity to ensure high-quality of final submissions in accordance with grant/donor requirements and deadlines
- Coordinate with Finance and program departments to develop budgets and facilitate discussions around costs and budgets
- Collaborate in defining and implementing project funding strategies : conduct inter-department meetings to identify and prioritize funding needs
- Lead proposal writing and review with Grants Officers.
- Support the POD manager in facilitating best and final offer negotiations. This may include negotiation of terms and conditions of awards, revisions to grant proposals and budgets
- Represent J/P HRO in donor meetings, in conjunction with POD Manager and / or Program Managers
- Dispatch tasks to M&E manager for M&E needs with regards to proposal development





Donor Relationship Management

- Provide support to Program and Organizational Development (POD) Manager in the maintenance of communications with donors regarding grant opportunities and ongoing projects as needed
- Support the Program and Organizational Development Manager in the presentation of current programs and activities to donors, potentially initiating field visits
- Provide assistance in resolving issues and conflict with funding/donor agencies


Program implementation performance

- Support the Director of Programs in guiding Program Managers in the implementation of the grant opening meetings
- Conceive reporting/proposals formats for donor reports as well as internal reports
- Support the program reporting process, review project narrative and financial reports
- Support the design and implementation of studies (case studies, needs assessments, evaluation studies) as well as communication productions (interviews, success stories, etc)
- Dispatch tasks to M&E manager for M&E needs with regards to report writing
- Serve as point of contact for grants’ management: for high level strategic problems/requests from the Program Managers. For minor problems, then the Program Manager should turn to the Program development / Grants officer which is directly in charge of the grant

Tools development& Staff Capacity building

- In concert with the M&E staff, ensure that the project staff has the necessary tools to collect data and prepare project reports on a timely basis
- Provide analysis and feedback to the Program and project managers on the project reports and highlight "red flags" regarding delays and challenges from the program implementation
- Support the Program managers in expense tracking and budget monitoring
- In concert with the Program managers assess development needs regarding grant management and liaise with appropriate to address the needs.
- Carry out training and/or refresher training in the area of grant management for the program staff, when need be.


Qualifications Requises

- Bachelor’s Degree in Administration, International relations, Development or other relevant academic background (essential), Master’s Degree (desirable)
- Minimum of 5 years of work experience (required)
- Minimum of 3 years of experience in writing in a professional setting in both English and French (required)
- 1 to 2 years budget management experience – ability to put together a budget and to follow up on expenses, track grant disbursements (highly desirable)
- 1 to 2 years of experience in drafting proposals for major development agencies such as CIDA, ECHO, USAID, World Bank or for an NGO (required)
- Previous work in monitoring and evaluation (desirable)
- Previous work with non-governmental or international organizations (required)
- First-hand knowledge of the Haitian context (desirable)

Skills:
- Superior written communication skills, evident through written proposals or other submissions in both French and English (required); Fluency in Creole (desirable);
- Excellent interpersonal skills with the ability to effectively network and manage a variety of relationships in a multicultural environment;
- Proven team management skills;
- Solid organizational skills and capacity to prioritize and work productively and accurately while under pressure in a fast-paced, demanding environment;
- Flexible work attitude, ability to meet unexpected demands and capacity to work both in a team environment and independently;
- Strong computer skills with MS Word, Excel, and PowerPoint;
- Integrity and commitment to humanitarian values.
