Deloitte seeks to recruit a well-qualified Health Service Delivery Lead for an anticipated USAID-funded health system strengthening project in Haiti. Anticipated technical areas of focus for the Service Delivery Lead include development, implementation, and evaluation of field activities for anticipated public health programs in the country.
Fonctions
The Service Delivery Lead, based in Port-au-Prince, Haiti will provide guidance, technical assistance, and managerial leadership for service delivery interventions funded by the project. The Service Delivery Lead will report to the Chief of Party and work closely with the home office team as well as field offices.
Qualifications Requises
• At least 10-15 years of experience in professional experience leading and implementing large public health programs in developing countries. A minimum of 5 years must be field-based experiences. Significant experience in Haiti is preferred.
• Technical expertise in vertical programming and developing policies, procedures, guidelines, tools and standards
• Proven expertise in health systems strengthening, grants management, and developing the financial and functional capacity of organizations to deliver health care services. Familiarity with a wide range of capacity building techniques.
• Ability to participate in strategy development, scale up planning, program reviews/evaluations and capacity building initiatives related to service delivery to ensure high quality program implementation
• Strong understanding of the environment for health care delivery at the national, regional, district and community level structure and function of endemic and international NGOs providing health systems strengthening services, and other collaborating and donor agencies with health systems strengthening programs
• Familiarity with national planning cycle and experience working with government institutions in Haiti, particularly the Ministry of Health
• Proven ability to mentor, motivate, and work as part of a team
• Advanced degree in public health or related social science with a focus on HIV, global health and/or infectious diseases
• Experience working with and reporting results to USAID and/or other donors
• Written and spoken fluency in English and French. Proficiency in Haitian Creole is a plus.
