UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities. The PISANS program is a community resettlement project that seeks to integrate host and new beneficiary communities. Interventions include but are not limited to the following sectors: water, sanitation and hygiene, livelihoods and shelter and reconstruction.

UMCOR - Haiti is currently seeking a national Micro and Small Enterprise (MSE) Support Manager for the PISANS program. The position is based in Cabaret with travel as needed to other parts of the country.

This is a full time position. The Manager will be part of UMCOR’s Livelihoods Program in the Haut Damier, Cabaret field area of Haiti under the guidance of the PISANS Program Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.

Responsibilities:

The Manager will report to the PISANS Program Coordinator. His or her responsibilities will include, but are not limited to:



 Implement effectively and within time and budget the agriculture portion of the livelihoods intervention for 300 households as per the project proposal and requirements.

 Implement effectively and within time and budget the MSE support portion of the livelihoods intervention for approximately 250 households as per the project proposal and donor requirements.

 Assess the knowledge, practices, and needs of commerçantes in the community to inform the design of a training curriculum

 Facilitate a 16-hour training module for approximately 250 beneficiaries on microenterprise fundamentals and financial literacy.

 Assist beneficiaries in their development of business extension plans to ensure that they are realistic, comprehensive, and display a grasp of key business concepts.

 Carry out refresher trainings and post-training coaching sessions with beneficiaries as needed.

 Maintain an active and constructive relationship with the community. Lead meetings with the community as necessary to communicate the goals, requirements, procedures, and objectives of the program.

 Regularly monitor the implementation of training knowledge, including visits to beneficiary households and places of business, to ensure successful achievement of program objectives.

 Collect data, as necessary, for monitoring and evaluation purposes.

 Produce and maintain accurate and detailed records of project activities and expenditures.

 Review and monitor (and submit when appropriate) monthly project expenditures submitted and/or prepared by/to the Finance Department and monitor and track budgets and monthly project expenditures.

 Prepare and submit regular progress reports and work plans to the PISANS Program Coordinator.

 Other duties as assigned.

Must have:

 A University degree in business, entrepreneurship or a related field, and three years of project management experience with international or local development organizations, including a minimum of 2 years of experience working on MSE development
OR
 A minimum of 6 years of experience implementing MSE support or microfinance programs for international or local development organizations
AND:
 Strong record of experience as a trainer, including experience training on basic business concepts and financial literacy
 Strong interpersonal skills and demonstrated ability to connect with vulnerable populations
 Experience conducting focus groups and using other participatory methods to assess needs
 Experience carrying out business planning for micro and small enterprises
 Demonstrated ability to provide effective coaching support and advice to MSEs
 Good written and spoken English language skills; and
 Strong work ethic, personal integrity, and independent problem solving skills
