Introduction

UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities. The PISANS program is a community resettlement project that seeks to integrate host and new beneficiary communities. Interventions include but are not limited to the following sectors: water, sanitation and hygiene, livelihoods and shelter and reconstruction.

UMCOR - Haiti is currently seeking a national Program Operation Officer for the PISANS program. The position is based in Cabaret with travel as needed to other parts of the country.

This is a full time position. The Officer will work under the guidance of the PISANS Program Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.


Fonctions

Responsibilities:
The Officer will report to the PISANS Program Coordinator. Their responsibilities will include, but are not limited to:
• Provide support to the program teams for multi-sectoral projects.
• Take overall responsibility for the maintenance of the Cabaret field office.
• Manage maintenance staff and drivers and ensure their compliance with their job descriptions and duties.
• Procure small purchase items for office operations and program needs in compliance with UMCOR Finance procedures.
• Coordinate with the Port au Prince finance officer for processing payments for local workers.
• Maintain accurate reporting of labor logs.
• Manage logistical needs for a fleet of motorcycles and program vehicles in coordination with the Port au Prince Operations Department.
• Draft asset reports, quarterly fleet reports, and regular financial advance requests.
• Manage and track program and office equipment in coordination with the Port au Prince Operations Department.
• Advise on security issues.
• Ensure as far as possible the security of the project, of staff, and of equipments.
• Assist the Port au Prince Finance Department for large local office procurement needs.
• Prepare and submit regular Operations progress reports and work plans.
• Review and monitor (and submit when appropriate) monthly PISANS project expenditure projections to the PISANS Program Coordinator in coordination with the Port au Prince Finance Department.
• Assist PISANS Program Coordinator to monitor and track budgets and monthly project expenditures.
• Alert the PISANS Program Coordinator to any instances that have the potential for a negative impact on the implementation of grants or compliance with their terms.
• Other duties as assigned.


Qualifications Requises

Must have a University degree in administration AND a minimum of 3 years logistics and administrative experience
AND:
Must have good knowledge of local suppliers.
Must have at least 2 years of experience with an international organization.
Must be proficient in Word and Outlook
Must have good written and spoken English language skills
Must be able to follow directions and work schedule
